Recommended Revision to the Salary Ordinance

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

BACKGROUND:

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

DISCUSSION:

The salary ordinance changes herein represent the:

reclassification of twelve positions;

addition of four positions;

deletion of one position; and

conversion of two unclassified position to classified status as required by Measure D.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed and approved by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Prosperous Community by ensuring that departments have staff with the skills necessary to perform the work and allow departments to provide exceptional service to the community.

 

The specific actions are discussed in detail below.

 
 

ORGANIZATION 39800 COYOTE POINT MARINA

 

Action A:

Delete: One position of L025, Park Ranger IV-E
Biweekly Salary: $2,532.00 - $3,164.80
Approximate Monthly Salary: $5,486.00 – $6,858.00

   
 

Add: One position of D166, Harbormaster
Biweekly Salary: $2,667.20 – $3,334.40
Approximate Monthly Salary: $5,779.00 - $7,225.00

   

Explanation:

This is the deletion of a vacant Park Ranger IV-E position and the addition of a Harbormaster position. In 2004, the Harbormaster position was deleted and most of the management responsibilities of the position were divided up and reassigned to the Parks Superintendent and/or the Assistant Harbormaster. This new Harbormaster position will assume the responsibilities of managing the Marina’s capital improvement and fiscal plans, acting as the Marina’s liaison for the airport expansion project, and monitoring of the enterprise fund, among others. The department intends to fill the vacancy through a department promotion, thereby creating a vacancy in another classification, which will be deleted later for salary savings. This action represents a monthly salary and benefits cost of $865 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

 

ORGANIZATION 55500 HEALTH POLICY AND PLANNING

Add: Two positions of E483S, Health Benefits Analyst Series
Biweekly Salary: $1,859.20 – $2,354.40
Approximate Monthly Salary: $4,029.00 – $5,102.00

   

Action B:

Add: One position of E486, Health Benefits Supervisor
Biweekly Salary: $2,550.40 - $3,188.00
Approximate Monthly Salary: $5,526.00 – $6,908.00

   

Explanation:

This is the addition of two vacant Health Benefits Analyst Series and one vacant Health Benefits Supervisor positions. These positions are being added to absorb positions and work that are being transferred from the Human Services Agency and assist in the supervision of the expanded staff. This action represents a monthly salary and benefits cost of $23,444 based on filling the positions at the top step of the range. The total number of authorized positions is increased by three.

Explanation:

This is the reclassification of eight filled Human Services Analyst II positions in the Alcohol and Other Drug unit of BHRS to the classification of Behavioral Health and Recovery Services (BHRS) Analyst II. A classification study determined that the duties and responsibilities of these positions are more appropriately represented by the new classification of BHRS Analyst Series. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

This is the reclassification of one filled Human Services Analyst II position in the Alcohol and Other Drug unit of BHRS to the classification of Community Program Specialist III. A classification study determined that the duties and responsibilities of this position are more appropriately represented by the Community Program Specialist III classification. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

This is the conversion of two positions from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified positions continuously filled for at least three years be converted to classified status. These positions meet that requirement. These actions represent no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

   

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $24,309 or an estimated annual cost of $291,708.
