Agreements with Coastside Hope, El Concilio of San Mateo County, North Peninsula Neighborhood Services Center, Samaritan House, and Pacifica Resource Center for Core Service

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) Process;

 

B.

Authorizing the President of the Board to execute Agreements with Coastside Hope, in the amount of $202,314; El Concilio of San Mateo County, in the amount of $402,984; North Peninsula Neighborhood Services Center, in the amount of $398,028; Samaritan House, in the amount of $324,723 and Pacifica Resource Center, in the amount of $335,886, to provide Core Service, for the term of July 1, 2010 through June 30, 2013, for an aggregated amount of $1,663,935; $1,663,935 is Net County Cost; and

 

C.

Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

In 1986, the County Manager’s Office of San Mateo County designated seven (7) Core Service Agencies as the network of agencies throughout San Mateo County to provide basic emergency and support services, these services included; food, transportation, shelter referrals, housing assistance, and client advocacy. Services were to be provided to individuals and families who needed immediate support to stabilize their living situations. In September of 2009, the County Manager’s Office accepted a recommendation to add Puente de la Costa Sur to the list of the Core Service Agencies to serve the Coastal Cities of San Mateo County. The Core Service Agencies work in close collaboration with the Human Services Agency to provide access to the County’s Human Services delivery system and shelter services and serves as part of the network to prevent homelessness.

 

DISCUSSION:

Five of the eight Core Service Agencies’ Agreements are being submitted to the Board of Supervisors on June 8, 2010; Coastside Hope, El Concilio, North Peninsula Neighborhood Services Center, Samaritan House, and Pacifica Resource Center. The City of Daly City-Daly City Community Service Center and the City of Redwood City Fair Oaks Community Service Center Agreements will be submitted to the Board at a later date, and Puente de la Costa will be submitted to the County Manager’s Office for approval.

Currently, the Core Service Agencies are subject to a study by Stanford University’s Alumni Consulting Team (ACT). There may be changes to the Agreements in the form of Amendments based on ACT’s recommendations and suggestions.

The Contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Agreements and the Resolution as to form and Risk Management has approved the Contractors’ insurance.

Approval of these Agreements contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing shelter, food, and referral services to homeless and low-income individuals and families of San Mateo County.

FISCAL IMPACT:

The term of the Agreements is July 1, 2010 through June 30, 2013. The obligation for each of the three fiscal years is $554,645, for a total of $1,663,935. These Core Service Agreements are funded 100% by Net County Cost. Appropriations will be included in the FY 2010-11, FY 2011-2012 and FY 2012-13 Recommended Budgets.
