Agreement with El Centro de Libertad

 

RECOMMENDATION:

Adopt a Resolution:

A) Waiving the Request for Proposal process;

B) Authorizing the President of the Board to execute an Agreement with El Centro de Libertad to provide court-mandated alcohol/drug testing, for the term of July 1, 2010 through June 30, 2013, in the amount of $150,000; $105,000 is Net County Cost; and

C) Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

El Centro has been providing court-mandated alcohol/drug testing services for Children and Family Services (CFS) for several years. With their two facilities, El Centro is able to serve families in the coast and South County. Its hours of operation are flexible and convenient to the families. The staffs are well-trained and experienced to work with the population we serve. Abuse of alcohol and other drugs (AOD) by parents and caretakers can have a negative impact on the health, safety and well-being of children. Studies have shown that abuse of AOD contributes to many children being removed from their families.

 

DISCUSSION:

This three-year Agreement with El Centro will provide court-mandated alcohol/drug testing, and drug treatment and therapy services for CFS clients. Testing services are the first step towards determining treatment plans for families and caretakers. In addition to court-ordered drug testing, El Centro will provide outpatient drug treatment and therapy program services on an individual client basis. In the past drug treatment and therapy services were done on separate Agreements.

Parent participation in outpatient alcohol and drug treatment therapy programs helps the family to work towards improving their quality of life in a supportive environment. This will allow families to quickly meet Court mandates that may lead to family reunification.

 

It is in the County’s best interest to waive the RFP process since El Centro was one of only two providers that expressed an interest in providing these services and has successfully met the court’s demands by providing this service to the families served by Children and Family Services. El Centro has the expertise and experience to conduct drug testing to our target population and has worked closely and collaboratively with the Human Services Agency (HSA) on improving the effectiveness of drug testing.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Agreement and Resolution as to form. Risk Management has approved the Contractor’s insurance.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing court-ordered alcohol and drug testing and treatment services for CFS clients to keep families healthy and safe.

FISCAL IMPACT:

The term of this Agreement is July 1, 2010 through June 30, 2013. The total obligation under this Agreement is $150,000, of which, $45,000 is funded through state and federal Child Welfare Service Revenue and $105,000 is Net County Cost. The appropriation for this Agreement will be included in the FY 2010-11, FY 2011-12 and FY 2012-13 Recommended Budgets.
