Agreement with Home and Hope (Formerly Known as Interfaith Hospitality Network)

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) Process;

 

B.

Authorizing the President of the Board to execute an Agreement with Home and Hope, to provide emergency shelter services, for the term of July 1, 2010 through June 30, 2013, in the amount of $170,511; $9,786 is Net County Cost; and

 

C.

Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Home and Hope (formerly known as National Interfaith Hospitality Network) was founded in 1988. This organization has helped to establish over 60 Interfaith Hospitality Network affiliates and has brought together 30 congregations that provide a Rotating Shelter Program for homeless families in San Mateo County. This program is run almost entirely by volunteer workers with additional professional support from a licensed social worker.

 

DISCUSSION:

The Rotating Shelter Program provides shelter for three to five families per site or approximately 14 people per site, per week. Each congregation or synagogue hosts families for up to three (3) weeks at a time. The three to five families arrive at the host congregation and are greeted with a warm dinner. Each congregation provides overnight volunteers to be with their guests. The guests have breakfast in the morning and leave the congregation by 7 am. Home and Hope has a day program at their Burlingame facility for families to shower and congregate before being transported to the participating congregation’s facilities.

It is in the County’s best interest to waive the RFP process and enter into an Agreement with Home and Hope because Home and Hope is the only faith-based emergency shelter for families in San Mateo County which utilizes congregations as rotating shelters.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed the Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance.

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing emergency shelter services to homeless families of San Mateo County.

FISCAL IMPACT:

The term of this Agreement is July 1, 2010 through June 30, 2013. The obligation for each of the three fiscal years is $56,837, for a total of $170,511. Of which $160,725 is funded through CalWORKs and $9,786 is Net County Cost. Appropriations will be included in the

FY 2010-11, FY 2011-12 and FY 2012-13 Recommended Budgets.
