Agreement with Human Investment Project (HIP Housing)

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) process;

 

B.

Authorizing the President of the Board to execute an Agreement with the Human Investment Project (HIP Housing) to provide the Self-Sufficiency Program for the term of July 1, 2010 through

June 30, 2013, in the amount of $870,000; and

 

C.

Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

HIP Housing administered the Self-Sufficiency Program (SSP) as a result of one of the Human Services Agency’s “SUCCESS” subcommittees that convened in the mid -1990s in anticipation of Welfare Reform. The SSP’s main goal is to continue to be the short-term shallow housing subsidy offered to assist highly motivated clients desiring to move from welfare dependence toward economic self-sufficiency. The housing subsidies require client’s participation in an intensive case-management program promoting self-sufficiency. SSP provides housing assistance and support services to low-income families with clearly defined career and educational goals and motivation to become financially self-reliant within 12-24 months.

Participants receive subsidized rent or a housing scholarship while they complete an education or job training program and find employment with an adequate

income to support their families. While in the program, HIP Housing provides

monthly Case Management and Life Skills workshops to encourage the clients to be self-sufficient.

 

DISCUSSION:

HIP Housing's SSP is recognized by the California Assembly Committee of Human Services as one of the top seven welfare-to-work programs in the state; and Home Sharing Program (HSP) celebrated its 30th anniversary last year. HIP Housing served an average of 65 low-income families (200 people) with SSP in FY 2008-09.

It is in the County’s best interest to waive the RFP process and enter into an Agreement with HIP Housing because HIP Housing is the only readily available resource for low-cost housing in San Mateo County which owns and manages low-rent properties and should be considered a sole source provider.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance.

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing shelter services to homeless adults of San Mateo County.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2013. The obligation is $290,000 for each of the three fiscal years, for a total of $870,000. This Agreement is funded 100% through CalWORKs and there is no Net County Cost. This Appropriation will be included in the FY 2010-11, FY 2011-12 and FY 2012-13 Recommended Budgets.
