Agreement with InnVision - The Way Home (InnVision)

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) Process;

 

B.

Authorizing the President of the Board to execute an Agreement with InnVision - The Way Home (InnVision) to provide shelter services, for the term of July 1, 2010 through June 30, 2013, in the amount of $122,484; $122,484 is Net County Cost; and

 

C.

Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

InnVision, located on the grounds of the Menlo Park Veterans Affairs facility, provides safe shelter and structured, supportive programs for homeless individuals, couples, and families from San Mateo and Santa Clara Counties. InnVision provides emergency shelter services, for both families and singles, up to 90-days along with case management services. InnVision also offers a wide range of supportive services such as: information & referral, housing search assistance, 12-step programs, and ongoing support to maintain self-sufficiency. Also located on this site, are laundry facilities, showers, food, and access to many other support services.

 

DISCUSSION:

InnVision’s programs provide housing resources and supportive services to low-income CalWORKs eligible families. The mission of the programs is to create stability for clients in order to promote job achievement, retention and advancement through the provision of housing and supportive services, increase the families’ general health and education, thereby enabling participants to reach and maintain self-sufficiency.

It is in the County’s best interest to waive the RFP process and enter into an Agreement with InnVision based on InnVision’s unique ability to provide such concentrated services to homeless families and individuals and because InnVision is the only emergency shelter program for homeless families in Southern San Mateo County.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed the Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance.

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing referrals and emergency shelter services to homeless residents of San Mateo County.

FISCAL IMPACT:

The term of this Agreement is July 1, 2010 through June 30, 2013. The obligation for each of the three fiscal years is $40,828, for a total obligation of $122,484. This Agreement with InnVision is funded 100% by Net County Cost. Appropriations will be included in the FY 2010-11, FY 2011-12 and FY 2012-13 Recommended Budgets.
