SUBJECT:

Agreement with JobTrain, Inc for One-Stop Career Center

 

RECOMMENDATION:

Adopt a Resolution authorizing:

   

A.

The President of the Board to execute an Agreement with JobTrain, Inc (JobTrain) to provide employment, training and other services as a PeninsulaWorks One-Stop Career Center. The term is July 1, 2010 through June 30, 2013, for the amount of $744,000. There is no Net County Cost; and

   

B.

The Director of the Human Services Agency (HSA) or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

In accordance with Section 121 of the Workforce Investment Act of 1998, the Workforce Investment Board (WIB), with the agreement of the Board of Supervisors has the authority to designate a One-Stop Operator. On July 1, 2000 the San Mateo County WIB selected JobTrain (formerly OICW) to provide employment, training and other services for participants residing in East Palo Alto. JobTrain will continue in their appointment through FY 2013.

 

DISCUSSION:

JobTrain through its One-Stop Career Center services will provide job preparation, workshops, employment counseling, structured job search and vocational training for Workforce Investment Act (WIA) eligible participants.

 
 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed the Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing educational, vocational and support services to WIA eligible participants. The employment and training services provided will assist individuals in finding gainful employment and reaching self-sufficiency.

FISCAL IMPACT:

The amount of this Agreement is $744,000. The term of this Agreement is July 1, 2010 through June 30, 2013. This Agreement is funded using the regular allocations of the federal Workforce Investment Act (WIA). The total obligation of $744,000 will be split equally across the three years into annual obligations of $248,000. Funding will be included in the FY 2010-11, FY 2011-12 and FY 2012-13 Recommended Budgets respectively. There is no Net County Cost.
