Agreement with Second Harvest Food Bank

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) process;

 

B.

Authorizing the President of the Board to execute an Agreement with Second Harvest Food Bank to provide the Food Assistance Program, in the amount of $156,456 and the Operation Brown Bag Program, in the amount of $39,114, for the term of July 1, 2010 to June 30, 2013, for an aggregated amount of $195,570; $195,570 is Net County Cost; and

 

C.

Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Second Harvest Food Bank successfully administered/managed two programs in San Mateo County:

Food Assistance Program: a program which provides food assistance to low-income households residing in San Mateo County. Under this program, the Contractor schedules weekly deliveries to distribution centers, homeless shelters and core services agencies and promotes canned food drives with schools, businesses and organizations to obtain food for distribution, and coordinate food purchases with acquired Season of Sharing and other donated funds. Under this program, families with dependent children may receive up to three full bags of groceries each month.

Operation Brown Bag: this program assists low-income and disabled seniors by providing supplemental food on a weekly basis. Operation Brown Bag enables seniors to remain independent for a longer period of time. The Operation Brown Bag Program provides food assistance by distributing a weekly bag of groceries to those meeting the criteria. In addition, two nutrition and consumer education workshops are conducted each year at each of the Brown Bag distribution sites.

 

DISCUSSION:

In FY 2008-09, Second Harvest Food Bank distributed over 39.1 million pounds of nutritious food to low-income people in need in every zip code of their service area from Daly City to Gilroy, and from the ocean to the bay. This is a 13% increase over the previous year’s distribution. Second Harvest Food Bank provides food efficiently through their direct service programs and by collaborating with a network of 316 partner nonprofit agencies operating 445 programs at 834 different food distribution sites, including shelters, food pantries, soup kitchens, children’s programs, senior meal sites, and residential programs.

It is in the County’s best interest to waive the RFP process and enter into an Agreement with Second Harvest Food Bank because Second Harvest Food Bank is the only source of donated, surplus, and purchased food for nonprofit agencies in Santa Clara and San Mateo Counties. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance.

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing food services to residents of San Mateo County.

FISCAL IMPACT:

The term of this Agreement is July 1, 2010 through June 30, 2013. The obligation for each of the three fiscal years is $65,190, for a total of $195,570. It is funded 100% by Net County Cost. Appropriations will be included in the FY 2010-11, FY 2011-12 and

FY 2012-13 Recommended Budgets.
