Agreement with Samaritan House - Safe Harbor Shelter

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) Process;

 

B.

Authorizing the President of the Board to execute an Agreement with Samaritan House-Safe Harbor, to provide Shelter Operation Services, for the term of July 1, 2010 through June 30, 2013, in the amount of $1,092,195; $995,718 is Net County Cost; and

 

C.

Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

On November 19, 2001, Safe Harbor Shelter was opened as a year-round homeless shelter to help fill the gap in short term emergency and transitional housing, serving homeless individuals 18 years and older from San Mateo County.

The primary mission of Safe Harbor is to provide the homeless with shelter, warmth, sustenance, and healthcare. After these basic human needs have been met and shelter clients have been stabilized, Safe Harbor endeavors to help clients raise their level of self-sufficiency.

Safe Harbor with its 30 emergency and 60 transitional beds helps to stabilize over 400 homeless County adults each year. Both the emergency shelter program and the transitional housing program include case management services designed to help households move to a more stable housing situation or directly back to permanent housing. The shelter is operated in collaboration with the County of San Mateo Human Services Agency.

 

 

DISCUSSION:

Funding provided under this Agreement shall be used by Samaritan House to administer Safe Harbor Shelter Operation Services. These services include emergency shelter, transitional housing for homeless men and women, as well as Case Management Services for up to one year. Samaritan House has been engaged in providing shelter services

in San Mateo County since 1987 and has partnered with the Human Services Agency to develop a year-round, service enriched program at Safe Harbor. Safe Harbor Shelter

served 473 individuals with shelter and Case Management Services in FY 2008-09.

It is in the County’s best interest to waive the RFP process and enter into an Agreement

with Samaritan House - Safe Harbor because Safe Harbor is the only facility serving homeless individuals struggling with drug abuse and alcoholism and is one of the only

three single adult shelters in San Mateo County.

The Contractor has assured compliance with the County's Contractor Employee Jury

Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance.

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing shelter services to homeless adults of San Mateo County.

FISCAL IMPACT:

The term of this Agreement is July 1, 2010 through June 30, 2013. The appropriation for each of the three fiscal years is $364,065, for a total obligation of $1,092,195, of which $54,000 is funded by Child Welfare, $42,477 is funded by CalWORKs and $995,718 is Net County Cost. Appropriations will be included in the FY 2010 – 11, FY 2011-12 and

FY 2012-13 Recommended Budgets.
