Acceptance of the 2010 California Coastal Trail Plan for the San Mateo County Midcoast

 

RECOMMENDATION:

Adopt a Resolution authorizing acceptance of the 2010 California Coastal Trail Plan for the San Mateo County Midcoast.

   

BACKGROUND:

The County of San Mateo produced the Midcoast Action Plan for Parks and Recreation (Midcoast Plan) in 2007. As a critical action in the Midcoast Plan, the County has developed the proposed 2010 California Coastal Trail Plan (CCT) for the San Mateo County Midcoast.

 

This project developed a conceptual plan to improve the Midcoast section of the CCT from Mirada Surf to Pillar Point; and provides details on improvements to segments along this section that can better serve the communities, both as a corridor for improving access for pedestrians, people with mobility challenges, and bicyclists. The project incorporates design considerations to improve the trail route, enhance the user experience, and support tourism along the route. The conceptual plan was developed by the Midcoast Park and Recreation Committee, which is staffed by local citizens, in coordination with County Parks staff.

 

DISCUSSION:

The primary goals of this project were to: 1) enhance outdoor experiences for pedestrians, bicycles and other recreation users; 2) increase economic opportunity along the trail corridor where appropriate, and 3) complete trail connections to encourage people to choose not to use cars for short, local trips and commuting to work, and thus reducing single-occupancy vehicle trips. The project produced a conceptual plan that will provide the direction to complete the CCT on the Midcoast from Pillar Point to Mirada Surf providing access to green space with recreational opportunities.

 

The final report includes an overview of the public process, text, graphics and photographs that clearly illustrate specific conceptual design solutions for the trail corridor. A draft version was distributed for review and made available to the public and a public meeting was held in Princeton on January 26, 2010 to review the conceptual plan. Comments received at that meeting have been attached as appendices to the conceptual plan.

 

Following approval of this report by the Board of Supervisors, the Midcoast Park and Recreation Committee, working with County Parks, will initiate the actions to implement the design ideas developed within the conceptual plan. The 2010 California Coastal Trail Plan for the San Mateo County Midcoast contributes to Shared Vision 2025 for an Environmentally Conscious Community as the future trail segments will provide an alternative to vehicular travel, scenic vistas for recreational activities, tourism, and environmental stewardship of natural resources.

 

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

Project actions will be implemented using existing funds available in the Midcoast Mitigation Fee account and through grants from external organizations.
