RESOLUTION IN OPPOSITION TO ASSEMBLY BILL 2456 (TORRICO), EMERGENCY MEDICAL SERVICES REGULATION
|

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, Assembly Bill 2456 would modify the Emergency Medical Services (EMS) Act to specify that guidelines issued by state EMS, including those dealing with medical control, would require mandatory compliance by local EMS agencies when establishing local policies and procedures; and
|
|
WHEREAS, Assembly Bill 2456 would also require that local emergency medical services agencies (LEMSAs) secure the approval of the state EMSA director and the EMS Commission before they can implement any additional policies; and
|
|
WHEREAS, currently the EMSA operates through standard setting, consensus building and leadership and day-to-day EMS management is the responsibility of the local and regional EMS agencies; and
|
|
WHEREAS, Assembly Bill 2456 would impose unnecessary changes in light of existing statutory oversight provided by the EMS Act, which already gives the EMSA statutory oversight responsibilities, including the ability to adopt regulations to provide direction to local EMS agencies; and
|
|
WHEREAS, Assembly Bill 2456 would impose a one size fits all standard of medical guidelines that does not account for the diversity of the state’s 58 counties; and
|
|
WHEREAS, Assembly Bill 2456 would result in an unfunded mandate by substantially increasing the costs to local governments of administering EMS programs by requiring LEMSAs to adhere to new state guidelines.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by the adoption of this resolution hereby opposes Assembly Bill 2456 (Torrico) regarding emergency medical services regulation.
