RESOLUTION: 1) AUTHORIZING THE HEALTH SYSTEM
TO APPLY FOR AND ACCEPT ALL AVAILABLE OIL PAYMENT PROGRAM FUNDS AS THE REGIONAL LEAD AGENCY FROM THE CALIFORNIA DEPARTMENT OF RESOURCES, RECYCLING AND RECOVERY EFFECTIVE UNTIL RESCINDED;
AND 2) AUTHORIZING THE CHIEF OF THE HEALTH SYSTEM OR DESIGNEE TO EXECUTE ALL NECESSARY APPLICATIONS, AGREEMENTS, AMENDMENTS, PAYMENT REQUESTS, AND ALL DOCUMENTS NECESSARY TO SECURE FUNDS TO IMPLEMENT THE APPROVED PROJECTS AND CARRY OUT THE PURPOSES SPECIFIED IN THE APPLICATIONS EFFECTIVE UNTIL RESCINDED

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, Public Resources Code sections 48690 et seq. authorize the Dapartment of Resources, Recycling and Recovery (CalRecycle), formerly known as the California Integrated Waste Management Board, to make payments to qualifying jurisdictions for implementation of their used oil program; and
|
|
WHEREAS, in promoting this authority CalRecycle is required to establish procedures governing the administration of the Used Oil Payment Program; and
|
|
WHEREAS, CalRecycle’s procedures for administering the Used Oil Payment Program require, among other things, an applicant’s governing body to declare certain authorizations by Resolution specific only to the Used Oil Payment Program; and
|
|
WHEREAS, the County of San Mateo will serve as lead grant applicant for the following cities that may choose to participate as designated jurisdictions in the implementation of a regional program:
Atherton
Menlo Park
Belmont
Millbrae
Brisbane
Pacifica
Burlingame
Portola Valley
Colma
Redwood City
Daly City
San Bruno
East Palo Alto
San Carlos
Foster City
San Mateo
Half Moon Bay
South San Francisco
Hillsborough
Woodside

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Health System is authorized to apply for and accept all available Oil Payment Program funds as the regional lead agency from the California Department of Resources, Recycling and Recovery effective until rescinded.

BE IT FURTHER RESOLVED that the Chief of the Health System or designee is authorized to execute all necessary applications, agreements, amendments, payment requests, and all documents necessary to secure funds and to implement the approved projects and carry out the purposes specified in the applications effective until rescinded.
