BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: (A) WAIVING OF THE REQUEST FOR PROPOSAL (RFP) PROCESS; (B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH SHELTER NETWORK FOR THE MOTEL VOUCHER, TRANSITIONAL HOUSING FOR FAMILIES WITH SPECIAL NEEDS, AND THE INCLEMENT MOTEL VOUCHER PROGRAMS TO PROVIDE EMERGENCY SHELTER SERVICES, FOR THE TERM OF JULY 1, 2010 THROUGH JUNE 30, 2013, IN THE AMOUNT OF $2,244,642; $1,114,557 IS NET COUNTY COST; AND (C) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, emergency shelter and transitional housing services are critical for homeless families and individuals in San Mateo County with special needs or other barriers to housing; and

WHEREAS, this Board is being presented for its consideration and acceptance of an Agreement with Shelter Network to provide the Motel Voucher, Transitional Housing for Families with Special Needs, and the Inclement Motel Voucher Programs for the residents of San Mateo County; for the term of July 1, 2010 through June 30, 2013, for a total obligation not to exceed $2,244,642; and

WHEREAS, It is in the County’s best interest to waive the RFP process and enter into an Agreement with Shelter Network because Shelter Network’s Motel Voucher Program is the only emergency motel program for homeless families and

individuals in San Mateo County. In addition to the Motel Voucher Program,

Shelter Network offers other resources and programs not offered by other shelter programs and should be considered a sole source provider; and

WHEREAS, it is requested that the Board of Supervisors authorize the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions; and

WHEREAS, this Board has been presented with a form of such Agreement and said Board has examined and approved same as to both form and content and desires to enter into the same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

A) The RFP process is waived;

B) The President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo; and the Clerk of this Board shall attest the President's signature thereto; and

C) The Director of the Human Services Agency or the Director’s designee is hereby authorized to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
