BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: (A) WAIVING THE REQUEST FOR PROPOSAL (“RFP”) PROCESS; (B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH SAMARITAN HOUSE – SAFE HARBOR TO PROVIDE SHELTER OPERATION SERVICES, FOR THE TERM OF JULY 1, 2010 THROUGH JUNE 30, 2013, IN THE AMOUNT OF $1,092,195; $995,718 IS NET COUNTY COST; AND (C) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUN FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement with Samaritan House – Safe Harbor, for the purpose of providing Shelter Operation Services to homeless individuals who are 18 years and older; and

WHEREAS, the term of this Agreement is July 1, 2010 through June 30, 2013 with a total obligation of $1,092,195; and

WHEREAS, it is in the County’s best interests to waive the RFP process and enter into an Agreement with Samaritan House – Safe Harbor because Safe Harbor is the only facility serving homeless individuals struggling with drug abuse and alcoholism and is one of the only two single adult shelters in San Mateo County; and

WHEREAS, this Board has been presented with the form of this Agreement and has examined and approved it as to both form and content and desires to enter into said Agreement.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

A. The Request for Proposal process is waived;

B. The President of this Board of Supervisors be, and is hereby, authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

C. The Director of the Human Services Agency or the Director’s designee is hereby authorized to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000, (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
