BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: (A) WAIVING THE REQUEST FOR PROPOSAL (“RFP”) PROCESS; (B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH SHELTER NETWORK FOR THE OPERATION OF SIX SHELTER PROGRAMS, TO PROVIDE EMERGENCY AND TRANSITIONAL SHELTER SERVICES, FOR THE TERM OF JULY 1, 2010 THROUGH JUNE 30, 2013, IN THE AMOUNT OF $974,670; $974,670 IS NET COUNTY COST; AND (C) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUN FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, it is critical for the County to provide the operation of six shelter programs throughout the County of San Mateo for Emergency and Transitional Shelter Services; and

WHEREAS, this Board has been presented for its consideration and acceptance of an Agreement with Shelter Network to provide the operations of six shelter programs for the term of July 1, 2010 through June 30, 2013, for a total obligation of $974,670; and

WHEREAS, it is in the County’s best interests to waive the Request for Proposal (RFP) process because Shelter Network is the only shelter and transitional housing program for families in San Mateo County that has adequate staffing, capabilities, expertise and Countywide resources to meet the County’s need in

providing the services associated with the Agreement, and therefore should be

considered a sole source provider; and

WHEREAS, it is requested that the Board of Supervisors authorize the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions; and

WHEREAS, this Board has been presented with a form of such Agreement and said Board has examined and approved same as to both form and content and desire to enter into the same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

A. The Request for Proposal process is waived;

B. The President of this Board of Supervisors be, and is hereby, authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

C. The Director of the Human Services Agency or the Director’s designee shall be authorized to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000, and to make minor changes in the types of services and activities provided under the Agreement.
