SUBJECT:

Amendment to the Agreement with Jefferson Union High School District

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with Jefferson Union High School District to provide a Medical Services Assistant II at the Daly City Youth Health Center and extending the term of the Agreement by nine months to June 30, 2011, for a new term of October 1, 2008 through June 30, 2011, and increasing the amount of the Agreement by $80,000, from $50,000 to a new maximum amount payable of $130,000.

BACKGROUND:

San Mateo Medical Center and Jefferson Union High School District (JUHSD) have had an independent contractor relationship from October 1, 2006 through September 30, 2008 and October 1, 2008 through September 30, 2010 both in the amount of $50,000. Both of these contracts were approved by the County Manager’s Office.

The Daly City Youth Health Center (DCYHC) was awarded a Hewlett Foundation Grant in the amount of $200,000. $50,000 of this grant funding was allocated to pay for a half-time (0.5 FTE) Medical Services Assistant II (MSA II) at the DCYHC. In January 2010 that position was subsequently increased to a full time position (1.0 FTE).

DISCUSSION:

JUHSD has increased the funding for this grant and is allocating an additional $80,000 to continue to provide the full-time MSA II to meet the increased needs of the DCYHC providers. This position will enable the clinic to be more efficient and productive as it expands the support staff-provider ratio and provide back-up support for the MSA II at the clinic.

The Agreement is being amended to extend the term by nine months to June 30, 2011, and to increase the maximum amount by $80,000 to $130,000 to cover the cost of the full-time MSA II for the extended term.

County Counsel has reviewed and approved this Amendment and Resolution as to form.

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing the MSA II at DCYHC to support the center’s growing volume of clients. It is anticipated that 90% of customer service respondents rate services good or better.

Funds in the amount of $43,750 have been included in the SMMC FY 2009-10 Adopted Budget. Funds in the amount of $60,000 are included in the SMMC FY 2010-11 Recommended Budget.
