Amendment to the Agreement with San Mateo County Office of Education

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with San Mateo County Office of Education (SMCOE) to provide educational services for children in the shelter/foster care system, extending the term by one year, June 30, 2011, increasing the amount by $101,970 to $305,910, $33,650 is Net County Cost.

 

BACKGROUND:

On June 3, 2008, the Board of Supervisors adopted Resolution Number 069471 in the amount of $203,940, for the term of July 1, 2008 through June 30, 2010, with SMCOE to provide an Educational Liaison to provide case management services to children in shelter/foster care.

 

SMCOE serves children in shelter/foster care to obtain educational histories, assist with school placements and provide case management services. Additionally, SMCOE facilitates the school placement process, provides and maintains data on the academic progress and services to County shelter/foster care students. Unfortunately, funds are not available from the California Department of Education to ensure that all eligible youth are served; therefore the Human Services Agency will provide support for the program. It is essential to ensure that youth in foster care receive these services so their out of home placement will not impact their ability to receive a good education.

 

DISCUSSION:

This Amendment to the Agreement with SMCOE adds funding in the amount of $101,970 for case management services in FY 2010-11 and extends the term of the Agreement by one year to June 30, 2011. This Amendment will allow the SMCOE Educational Liaison to continue providing case management services for shelter/foster care students, which includes placing youth in appropriate school settings, obtaining educational histories, referring students for educational assessment, and providing advocacy and support for youth as needed.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Amendment and Resolution as to form. Risk Management has approved the Contractor’s insurance.

 

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Prosperous Community by helping children in shelter homes who will not lose valuable school credits and will be placed in appropriate school programs. It is anticipated that three hundred fifteen school age youth will have an updated Educational Passport.

FISCAL IMPACT:

The term of this Agreement is extended by one year, July 1, 2009 through June 30, 2011. This Amendment adds $101,970 for a total obligation of $305,910. The amended amount of $101,970 is funded by 34% Federal ($34,670), 33% State ($33,650) and 33% Net County Cost ($33,650). This appropriation has been included in the FY 2010-11 Recommended Budget.
