Amendment to the Agreement with San Mateo County Community College District

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with San Mateo County Community College District (SMCCCD) for the purpose of administering Independent Living Program (ILP) to foster youth, the term remains the same, July 1, 2009 through June 30, 2012, decreasing the Agreement amount by $109,500 to $340,500 and decreasing Net County Cost by $32,850 for a new Net County Cost of $102,150.

 

BACKGROUND:

On June 16, 2009, the Board of Supervisors adopted Resolution Number 070211 in the amount of $450,000, for the term of July 1, 2009 through June 30, 2012, to offer ILP classes, and provide education, employment and life skills training for foster youth. The ILP classes focuses on educational/vocational training, college placement and financial aid, social skills, financial skills and money management, computer training, and health/nutrition issues.

 

DISCUSSION:

This Amendment to the Agreement with SMCCCD is to reduce the Agreement amount by $109,500. This Amendment is necessary as part of the Human Services Agency’s overall budget-savings plan, due to a reduction in the allocation of ILP funding from the state.

 

As a result of this funding reduction, SMCCCD will be reducing the number of ILP classes and will be reducing the hours of instruction for each program year. While actual instruction hours will be cut, it is expected SMCCCD will be able to accomplish their curriculum and performance objective goals.

 
 
 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Amendment and Resolution as to form. Risk Management has approved the Contractor’s insurance.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by teaching foster youth life skills that are essential for successful transition to adulthood. It is anticipated that eighty four percent of these foster youth will gain skills learned from ILP classes and will greatly contribute towards achieving a greater independence and a better quality of life.

FISCAL IMPACT:

The term of this Agreement remains the same July 1, 2009 through June 30, 2012. The amended portion of this Agreement decreases the amount by $109,500 for a total obligation of $340,500, and decreases appropriated state reimbursement by $76,650 and Net County Cost by $32,850 for a new Net County Cost of $102,150. Funds have been included in the FY 2010-11 and FY 2011-12 Recommended Budgets.
