Second Amendment to the Agreement with the City of Redwood City and Redwood City School District

 

RECOMMENDATION:

Adopt a Resolution:

A. Authorizing the President of the Board to execute a Second Amendment to the Agreement with the City of Redwood City (CRWC) and the Redwood City School District (RWCSD) to provide funds for FY 2010-11, for operational cost for the Redwood City Community Schools (RWCCS), extending the term for one year to July 1, 2008 through June 30, 2011, increasing the amount by $113,676 for a total obligation of $341,028; $113,676 is Net County Cost ; and

 

    B. Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services as long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Since 1998, the Human Services Agency (HSA), CRWC and the RWCSD have each contributed financial support to the Redwood City Community Schools. On September 16, 2008, the Board of Supervisors authorized funding for FY 2008-09 in the amount of $113,676 by Resolution Number 069694. On October 20, 2009, the Board of Supervisors authorized funding for FY 2009-10 in the amount of $113,676 for a new total obligation of $227,353 by Resolution Number 070440.

 

DISCUSSION:

This Second Amendment will extend the term of the Agreement for one year to July 1, 2008 through June 30, 2011 and provide funds for operational costs for FY 2010 -11. CRWC will contribute $100,000 and RWCSD will contribute $90,000; in addition to the County contribution of $113,676. RWCCS are committed to providing access to programs and services that contribute to improving family functions, children’s well being and supportive communities. RWCCS are staffed primarily by out-posted employees from partner agencies who provide specialized support in their area of expertise in addition to the on-site Redwood City School District site coordinators and support staff.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Resolution and the Amendment to the Agreement as to form and Risk Management has approved the Contractor’s insurance.

Approval of this Amendment to the Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by allowing the City of Redwood City, Redwood City School District and the Human Services Agency to collaborate and bring meaningful responsive supports and opportunities to the Redwood City Elementary School District students and their families. By working together these leaders are able to support and engage a large number of students and their families to identify and utilize services on school campuses.

FISCAL IMPACT:

The term of the Agreement is extended for one year to July 1, 2008 through June 30, 2011. This Second Amendment adds $113,676 for a total obligation of $341,028 for

FY 2010 -11. The Amendment amount of $113,676 is Net County Cost and has been included in the FY 2010 -11 Recommended Budget.
