AMENDMENT I TO AGREEMENT RELATING TO

WELFARE CLIENT DATA SYSTEMS MANAGEMENT

THIS AMENDMENT, hereinafter referred to as Amendment I, is entered into this _____ day of _________, 2010 by and between the County of (“COUNTY”) and the California State Association of Counties, referred to hereinafter as "CSAC".

WHEREAS, the County entered into that certain Agreement Relating to Welfare Client Data Systems Management (“WCDS”), effective July 1, 2009, whereby CSAC agreed to provide staff and other support resources as set forth in the Agreement to perform duties of the Board of Directors; and

WHEREAS, the parties desire to amend the Agreement regarding changes as stated below.

NOW, THEREFORE, the parties, in consideration of their mutual promises, covenants and conditions, hereinafter set forth, the sufficiency of which is acknowledged, the parties agree as follows:

1. In addition to the duties described in the Agreement, CSAC shall collect and disburse fees paid by the County in support of key enhancements to County social services eligibility systems described and governed by WCDS Change Requests 5176 and 5177. These enhancements will benefit applicants, aid recipients, and County eligibility workers through the application of self-service technology and telephone automated voice response capabilities. The enhancements here described were identified by WCDS Consortium counties as highest priorities; State and Federal funding has been identified for the vast majority of required funding, with only a small County match as described in Item 2 below being required of the County to support this effort.

2. County shall remit $25,000 upon 30 days of receipt of authorized invoice from CSAC to cover the required County share of the CalWIN system enhancements as described in Item 1 above. Based on an expected cost of $15 million, this County portion represents less than 1% of the project cost.

3. Except as otherwise provided in this Amendment I, all other provisions of the Agreement Relating to Welfare Client Data Systems Management remain unchanged and in full force and effect. This Amendment I shall become effective upon execution.
