SUBJECT:

Revisions to the Housing Authority of the County of San Mateo Administrative Plan

 

RECOMMENDATION:

Adopt resolution No. 2010-07 approving revisions to the Housing Authority of the County of San Mateo (HACSM) Administrative Plan.

 

BACKGROUND:

On April 13, 2010, the Board approved HACSM’s Moving to Work (MTW) Annual Plan which covers the period starting July 1, 2010 through June 30, 2011.

The MTW Annual Plan includes information related to existing and proposed activities that HACSM has implemented or plans to implement as part of its MTW status. The Administrative Plan outlines HACSM’s implementing policies and processes relating to the activities in the MTW Annual Plan as well as other general program policies. A revision of the Administrative Plan is necessary to reflect certain policy and/or programmatic changes approved as part of the MTW Annual Plan.

 

DISCUSSION:

The revisions to the Administrative Plan include language about the following policies:

    1. Institute a biennial inspection schedule for units under contract – HACSM will inspect most of the assisted units in its Voucher program every 24 months, rather than every 12 months.

    2. Expand the Section 8 Project-Based Voucher Program – HACSM will develop a Provider-Based program, in which vouchers are competitively awarded to community-based organizations, to target segments of San Mateo County underserved, or not served, as well as revise policies around the Project-Based Voucher program.

    3. Revise program eligibility standards in relation to total asset limits – HACSM will add an asset value limit of $100K for eligibility for the Section 8 Voucher program.

    4. Eliminate 100% of excluded income from the income calculation process – HACSM will streamline its administrative process with this elimination.

    5. Eliminate the requirement to complete a new contract with owners related to any changes of utility responsibility – HACSM will streamline its administrative process with this change.

    6. Apply current payment standards at interim reexaminations – this process will simplify the administrative complexity in a tenant’s rent calculation.

    7. Update language pertaining to the Violence Against Women Act (VAWA) – these changes will update current language and clarify certain policies to assure full compliance with VAWA requirements.

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this Resolution contributes to the Shared Vision 2025 outcome of a Livable Community by enabling HACSM to provide housing subsidy to low and very low income households while reducing its administrative burden by modifying stringent rules and regulations.

 

FISCAL IMPACT:

There is no Net County Cost associated with this action. All funds required to operate the program are provided by the U.S. Department of Housing and Urban Development.
