Agreement with the AIDS Community Research Consortium

 

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an Agreement with the AIDS Community Research Consortium to provide a food program for the period of March 1, 2010 through February 28, 2011, for a maximum obligation of $120,000; and

   

2)

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

The AIDS Community Research Consortium (ACRC) has been providing a food program to San Mateo County residents affected by HIV/AIDS since 1998. The food program has enabled numerous HIV/AIDS clients to obtain proper nutrition, maintain stable and healthier lifestyles, keep medical appointments, and adhere to increasingly complex medication regimens.

 

DISCUSSION:

On February 23, 2010, your Board approved Resolution 070647 to continue payments to ACRC for the period of March 1, 2010 through June 30, 2010. The County has received funding from the Ryan White Treatment Modernization Act (RW), enabling the County to enter into this Agreement. Funding for this Agreement was decreased from $183,509 in fiscal year 2009-10 to $120,000 in fiscal year 2010-11, due to budget cuts from RW. Service cuts were done in compliance with the RW prioritization of service requirements, which stipulates that RW number one funding priority should be medical care and that supportive services be funded only as available funding permits. Although this award will allow ACRC to provide a food program for the period of March 1, 2010 through February 28, 2011, the reduction in funding will decrease the amount of food provided to clients by 24% and the number of clients served by 15%. A Request for Proposals to provide food services to County residents affected by HIV/AIDS was released in April 2010, and ACRC was selected to provide these services.

 

The Agreement and Resolution have been reviewed and approved by County Counsel. Risk Management has reviewed and approved the insurance for this Agreement.

 

Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Approval of this Resolution contributes to the Shared Vision 2025 outcome of a Healthy Community by providing a continuum of medical and support services to San Mateo County residents affected by HIV/AIDS. It is anticipated that 98% of clients will report improved nutrition due to the receipt of food services.

FISCAL IMPACT:

The term of the Agreement is March 1, 2010 through February 28, 2011. The Ryan White Treatment Modernization Act has awarded the County funds to fully cover the services provided under this Agreement. The maximum obligation for the Agreement is $120,000. Funds in the amount of $40,000 are included in the Community Health FY 2009-10 Adopted Budget and $80,000 are included in the Community Health tentatively Adopted FY 2010-11 Budget. There is no Net County Cost associated with this Agreement.
