RECOMMENDATION:
|
Adopt a Resolution:
|
1) Authorizing the President of the Board to execute an Agreement with Catholic Charities CYO for the provision of Day Treatment Rehabilitation Services and other mental health services for the term July 1, 2010 through June 30, 2011, for a maximum obligation of $117,800; and
|
|
|
2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:
|
Catholic Charities CYO operates St. Vincent’s School for Boys located in San Francisco, provides Day Treatment Rehabilitation Services (five days/week), medication support services and mental health services to San Mateo County youth placed in its program. Historically, clients have been placed in this facility by other County divisions such as the Human Services Agency and the Probation Department. This is one of only a few residential treatment facilities that is able to meet the clients’ needs close to the clients’ home.

Under the B-1 Administrative Memorandum, selection of providers of mental health services for clients placed in out-of-county facilities by other agencies is exempt from the Request for Proposals (RFP) process requirement. That exemption applies to the provision of Day Treatment Rehabilitation Services.

DISCUSSION:
|
Contractor will provide Day Treatment Rehabilitation Services, medication support services and mental health services for San Mateo County youth.
|
|
|
Subsequent to the final adoption of the State budget it may be necessary to make changes to this contract in order to reflect legislative action. This contract is recommended to your Board at this time in order to provide a continuity of services to the community until final funding levels can be determined. The contract provides that the County may reduce the scope of the contract to reflect any shortfall in funding from State or federal allocations.

The Agreement has been reviewed and approved by Risk Management, and the Agreement and Resolution have been approved by County Counsel. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health services to seriously emotionally disturbed youth. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of Day Treatment Rehabilitation services for youth is one established level of care. The services provided through this Agreement contribute to this measure. It is anticipated that 76% of clients who receive Day Treatment Rehabilitation Services will be maintained at a current or lower level of care.

FISCAL IMPACT:
|
The term of the Agreement is July 1, 2010 through June 30, 2011, and the maximum obligation is $117,800. Of that amount, it is anticipated that $72,553 will be funded by Medi-Cal Federal Financial Participation, and $45,247 will be funded by Individuals with Disabilities Education Act (IDEA) funds. There is no Net County Cost. Funds for these services have been included in the BHRS tentatively Adopted FY 2010-11 Budget.
