Agreement with J. Muir Hooper, M.D.

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with J. Muir Hooper, M.D. for the provision of psychiatry services for the period July 1, 2010 through June 30, 2011, for a maximum obligation of $111,871 and;

 

2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

There has been a shortage of adult and child psychiatrists in California and in the nation for the past several years. Behavioral Health and Recovery Services (BHRS) has found it difficult to fill child psychiatrist positions in San Mateo County due to the high cost of living. Under the Administrative Memorandum B-1, agreements with physicians are exempt from the requirement for a Request for Proposals process. BHRS runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed. Dr. Hooper was selected from candidates who responded to those advertisements in April 2010.

 

DISCUSSION:

Dr. Hooper will provide psychiatry services for children and youth in San Mateo County. The services shall include child and youth medication evaluation and treatment, diagnostic evaluation, psychotherapy, family consultation, treatment plan review, and case consultation.

 

The Agreement has been reviewed and approved by Risk Management, and the Agreement and Resolution have been approved by County Counsel. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Subsequent to the final adoption of the State budget it may be necessary to make changes to this contract in order to reflect legislative action. This contract is recommended to your Board at this time in order to provide a continuity of services to the community until final funding levels can be determined. The contract provides that the County may reduce the scope of the contract to reflect any shortfall in funding from State or federal allocations.

 

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing psychiatry services. BHRS provides a range of services to children and youth clients of BHRS. The provision of psychiatry services is one established level of care. The services provided through this Agreement contribute to this measure. It is anticipated that 77% of clients who receive services through this Agreement shall rate services as good or better.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2011, and the maximum obligation is $111,871. Of that amount, it is anticipated that $50,342 will be funded by Federal Medi-Cal, $24,612 will be funded by Early Periodic Screening Diagnosis and Treatment, $8,705 will be funded by Healthy Kids and private insurance, and $28,212 will be funded by sales tax through Realignment. There is no Net County Cost. Funds for these services have been included in the BHRS tentatively Adopted FY 2010-11 Budget.
