Agreement with YMCA of San Francisco

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with the YMCA of San Francisco, doing business as YMCA Youth Services Bureau of Pacifica, YMCA Youth Services Bureau of San Francisco, and YMCA Youth Services Bureau of San Mateo, for the provision of Juvenile Sexual Responsibility Program services and outpatient mental health services authorized through the Mental Health Plan for the term July 1, 2010 through June 30, 2012, for a maximum obligation of $604,781; and

 

2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Since 1988 Behavioral Health and Recovery Services (BHRS) has contracted with the YMCA of San Francisco to provide Juvenile Sexual Responsibility (JSR) Program services to County youth. This high-risk population is difficult to treat due to their need for close monitoring, specialized long-term treatment, and a high recidivism rate. Successful treatment of this population is dependent on continuity of specialized mental health treatment and the development of close collaborative relationships between agencies treating, supervising and monitoring offenders. Since 1996 the YMCA has also been an agency provider of outpatient mental health services authorized through the MHP.

 

BHRS issued a Request for Proposals (RFP) for JSR Program services in March of 2010. YMCA’s proposal for this service was accepted.

 
 
 
 
 
 

DISCUSSION:

BHRS is contracting with the YMCA of San Francisco for the provision of JSR Program services and outpatient mental health services authorized through MHP for a two-year term. MHP and JSR Program services include both assessment and treatment. Treatment services include brief individual, family, and group therapy. The JSR Program also provides collateral services, which include contact with family and other collaborative partners, including Juvenile Probation and Child Welfare.

 

County Counsel has reviewed and approved this Agreement and Resolution and Risk Management has approved the insurance coverage for this provider. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Subsequent to the final adoption of the State budget it may be necessary to make changes to this contract in order to reflect legislative action. This contract is recommended to your Board at this time in order to provide a continuity of services to the community until final funding levels can be determined. The contract provides that the County may reduce the scope of the contract to reflect any shortfall in funding from State or federal allocations.

 

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing JSR Program services and outpatient mental health services. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of JSR Program services and outpatient mental health services are two established levels of care. The services provided through this Agreement contribute to these measures. It is anticipated that 93% of clients who receive services through this agreement will not re-offend during the time between 4 months after admission and 1 year after completing the program.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2012. The Agreement maximum is $604,781. The maximum for FY 2010-11 is $291,025, of which $200,000 is allocated for mental health services authorized by the MHP, and $91,025 is for JSR Program services. Of the FY 2010-11 maximum, Medi-Cal will fund $83,473; fees and private insurance will fund $40,421; Healthy Families will fund $9,511; Healthy Kids will fund $28,532; and sales tax through Realignment will fund $55,014. Probation and the Human Services Agency each provide $22,464 for the JSR Program. The Net County Cost is $29,146. Funds for this Agreement have been included in the BHRS tentatively Adopted FY 2010-11 Budget. Similar arrangements will be made for FY 2011-12.
