SUBJECT:

Agreement with Mental Health Association of San Mateo County

 

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an Agreement with Mental Health Association of San Mateo County for housing and emergency financial assistance services for the period of July 1, 2010 through June 30, 2011, for a maximum obligation of $630,708; and

   

2)

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Since 1994 Mental Health Association of San Mateo County (MHA) has been providing housing and emergency financial assistance services to clients with HIV/AIDS and administering the Emergency Financial Assistance Fund (EAF), which provides limited emergency assistance for expenses associated with securing and maintaining housing. Some of the expenses covered by EAF include utility payments, minor home repairs, and rental assistance. These services have been instrumental in helping numerous clients maintain stable housing, enabling them to keep medical appointments and adhere to increasingly complex medication regimens.

 

DISCUSSION:

The County has received funding to provide housing and emergency assistance services related to obtaining and maintaining housing from the Housing Opportunities for Persons with AIDS Program (HOPWA). A Request for Proposals to provide housing services and to administer the EAF was released in April 2009. The review panel selected MHA to provide these services.

 

The Agreement and Resolution have been reviewed and approved by County Counsel. Risk Management has approved the insurance for this Agreement.

 

Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing housing and related services to individuals affected by HIV/AIDS. It is anticipated that 91% of first-time clients will report increased housing stability as a result of the services received.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2011. HOPWA has awarded the County funds to fully cover the services provided under this Agreement. The maximum obligation for the Agreement is $630,708. These funds have been included in the Community Health tentatively Adopted FY 2010-11 Budget. There is no Net County Cost associated with this Agreement.
