Agreement with Prins, Williams & Associates, LLC

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with Prins, Williams & Associates, LLC to provide research and evaluation services for the term July 1, 2010 through June 30, 2011, for a maximum obligation of $244,533; and

 

2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Prins, Williams & Associates, LLC has provided research and evaluation services for Behavioral Health and Recovery Services (BHRS) since 1999. In March 2010 BHRS issued a Request for Proposals to select a provider of research and evaluation services. Prins, Williams & Associates, LLC (PWA) submitted a proposal and was selected to provide these services.

 

DISCUSSION:

BHRS is contracting with PWA for FY 2010-11 to provide research, analysis, and evaluation services. Federal and State programs require BHRS to submit evaluations and reports on program outcomes. These requirements have increased as a result of the Mental Health Services Act (MHSA) to include evaluation design, analysis, and reporting on new initiatives to improve access to underserved populations. In addition, BHRS will use PWA to monitor progress on the initiatives that require integrating data from separate mental health, and drug and alcohol information systems.

 

County Counsel has reviewed and approved this Agreement and Resolution and Risk Management has approved the insurance coverage for this provider. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing research and evaluation services to evaluate the quality, utilization, and need of mental health and co-occurring services for BHRS clients. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of research and evaluation services is a function needed to ensure the quality of services provided by BHRS. It is anticipated that 100% of the data performance products provided by Contractor will be completed within a timeframe mutually agreed upon by County and Contractor.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2011. The maximum obligation for the Agreement is $244,533. Of that amount, Medi-Cal will fund $99,847, and Substance Abuse and Mental Health Services grant funds will fund $44,839. The balance of $99,847 will be provided by Mental Health Services Act funds. There is no Net County Cost. Funds for these services are included in the BHRS FY 2010-11 Recommended Budget.
