Agreements with the City of Daly City - Daly City Community Service Center and the City of Redwood City - Fair Oaks Community Center for Core Services

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) Process;

B.

Authorizing the President of the Board to execute Agreements with the City of Daly City - Daly City Community Service Center, in the amount of $409,713 and the City of Redwood City - Fair Oaks Community Center, in the amount of $214,107 to provide Core Services, for the term of July 1, 2010 through

June 30, 2013 for the aggregated amount of $623,820; $623,820 is Net County Cost; and

C.

Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

In 1986, the County Manager’s Office of San Mateo County designated seven (7) Core Service Agencies as the network of agencies throughout the San Mateo County to provide basic emergency and support services, these services included; food, transportation, shelter referrals, housing assistance, and client advocacy to individuals and families who needed immediate support to stabilize their living situations. In September of 2009, the County Manager’s Office accepted a recommendation to add Puente de la Costa Sur Agency to the list of the Core Service Agencies to serve the Coastal Cities of San Mateo County. The Core Service Agencies work in close collaboration with the Human Services Agency to provide access to the County’s Human Services delivery system and shelter services and serves as part of the network to prevent homelessness.

DISCUSSION:

There are eight Core Service Agencies, five of the eight Core Service Agencies’ Agreements were submitted to the Board of Supervisors on June 8, 2010. One was submitted to the County Manager’s Office for approval. These two, City of Daly City - Daly City Community Service Center, and City of Redwood City - Fair Oaks Community Center, are being submitted to the Board separately because they are both city/public organizations and have different contract procedures.

Currently, the Core Service Agencies are subject of a study by Stanford University’s Alumni Consulting Team (ACT). There may be changes to the Agreements in the form of Amendments based on ACT’s recommendations.

The Contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Agreements and the Resolution as to form and Risk Management has approved the Contractors’ insurance.

Approval of these Agreements contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing shelter, food, and referral services to homeless and low-income families and individuals of San Mateo County. As a result of the services provided by this Agreement, it is expected that 96.5% of the 3020 unduplicated individuals and families assisted will receive food and 50.5% will receive shelter from Core Services Agencies.

FISCAL IMPACT:

The term of these Agreements is July 1, 2010 through June 30, 2013. The Agreement with the City of Daly City - Daly City Community Service Center is in the amount of $409,713 and the Agreement with the City of Redwood City - Fair Oaks Community Center is in the amount of $214,107. These Core Service Agreements are funded 100% by Net County Cost. Appropriations will be included in the FY 2010-11, FY 2011-12 and

FY 2012-13 Recommended Budgets.
