Agreement with The Multicultural Institute

 

RECOMMENDATION:

Adopt a Resolution:

    A) Waiving the Request for Proposal process (RFP);

    B) Authorizing the President of the Board to execute an Agreement with The Multicultural Institute to provide street-based outreach employment matching services for day laborers and employers for the term of July 1, 2010 through June 30, 2011, in the amount of $148,320 of which $148,320 is Net County Cost; and

    C) Authorizing the Director of the Human Services Agency (HSA) or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

The members of the Redwood City community have expressed concerns regarding the need for outreach employment services for a significant number of day laborers. Through these services, the safety of the public is ensured, the economic concern of the community is addressed, and the self-sufficiency in the community is increased.

 

DISCUSSION:

The Multicultural Institute has been providing street-based outreach to day laborers and employers, significantly improving public relations, connecting day laborers with employers, and linking day laborers to existing training opportunities and social services.

 

Since 2006, when the program was first implemented, the Contractor has demonstrated successful outcomes through ongoing collaborative relationships with the County and community providers. Continuation of contracting with this Contractor for an additional year will prevent delay of services and contribute to the maintenance of positive community outcomes. Therefore, it is in the County’s best interest to continue the Agreement with this Contractor until a RFP can be conducted in FY 2010-11.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Agreement and the Resolution as to form and Risk Management has approved the Contractor’s insurance for this Agreement.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing approximately 150 day laborer workers with employment matching and supportive services in FY 2010-11 that will enable them to obtain jobs and assist them in becoming self-sufficient. Consequently, through the increased self-sufficiency of the day laborer workers, the public safety and the economic concerns of the community will be enhanced.

*Due to the current economic situation, we are not anticipating any growth in relation to the Multicultural Institute's FY 2010-11 performance measures.  We have maintained the performance measures at the current level given that there are less jobs and employers for the day laborer workers.

FISCAL IMPACT:

The term of this Agreement is July 1, 2010 through June 30, 2011. The total obligation is $148,320 and is 100% Net County Cost. This appropriation has been included in the FY 2010-11 Recommended Budget.
