Resurfacing of Barron Avenue, Mac Arthur Avenue, Oakside Avenue, and Portions of Fair Oaks Avenue and Northside Avenue – North Fair Oaks Area [Project No. RL403 – F-36 (394)]

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Adopting plans and specifications, including conformance with prevailing wage scale requirements for the resurfacing of Barron Avenue, Mac Arthur Avenue, Oakside Avenue, and portions of Fair Oaks Avenue and Northside Avenue – North Fair Oaks Area; and

   

2.

Authorizing the publication of a Notice to Contractors twice in a weekly local newspaper of general circulation published in the County; and

   

3.

Authorizing the Director of Public Works to call for sealed proposals to be received by Tuesday, July 20, 2010 at 2:30 p.m., in the office of the Clerk of the Board of Supervisors.

BACKGROUND:

On December 15, 2009, your Board adopted Resolution No. 070583, which approved an updated work plan for spending Proposition 1B Transportation funds allocated in the FY 2007-08 Appropriation. The resurfacing of Barron Avenue, Mac Arthur Avenue, Oakside Avenue, and portions of Fair Oaks Avenue and Northside Avenue is a project in the approved work plan.

 

On June 19, 2001, your Board adopted Resolution No. 064550, which authorized the Director of Public Works to execute agreements with cities, utility companies and special districts for work less than $50,000 proposed to be done in conjunction with County road projects.

 
 

DISCUSSION:

The proposed project, totaling approximately 1.43 miles in length, consists of pavement repair work, installation of pavement reinforcing fabric, construction of Americans with Disabilities Act (ADA) compliant access ramps, and resurfacing of Barron Avenue, Mac Arthur Avenue, Oakside Avenue, Fair Oaks Avenue from Douglas Avenue to Fifth Avenue, and Northside Avenue from Oakside Avenue to Second Avenue. The City of Redwood City Water Department, the California Water Service Company, and the Fair Oaks Sewer Maintenance District have requested that specific water or sewer work be performed in conjunction with this project. The plans and specifications for the work have now been prepared and staff is recommending that your Board authorize calling for bids for the proposed work.

 

The allocation of Prop 1B funds to be used for this project must be spent by June 30, 2011.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving our roads for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The estimated cost of construction is $529,000 and is proposed to be financed as follows:

Reimbursement for the cost of doing work for the City of Redwood City, California Water Service Company, and the Fair Oaks Sewer Maintenance District will be covered by agreements executed by the Director as authorized by your Board.

 

There is no impact to the General Fund.
