Position Changes in the Health and Hospital Facilities Management Section

 

RECOMMENDATION:

Adopt an Amendment to the Salary Ordinance to add a position in the Facilities Services Division of Public Works

 

BACKGROUND:

The Daly City Clinic (Clinic), located at 380 90th Street in Daly City, is a 30,000 square foot, three-story building with an attached three-level parking structure. Through this clinic, San Mateo County Hospital and Health Services staffs provide pediatric and adult primary care, pediatric and emergent dental care, and mental health services to approximately 15,000 people per year.

 

The San Mateo County Health System (Health) contracted with the City of Daly City Public Works for maintenance services at the Clinic. This agreement expired on May 31, 2010. Prior to the expiration of that agreement, Health began discussions with the Department of Public Works to assume maintenance services for the Clinic.

 

DISCUSSION:

On June 1, 2010, the Department of Public Works assumed maintenance responsibilities for the Clinic. These responsibilities generally include maintenance of mechanical, electrical, plumbing, elevators, fire and life safety systems; emergency response; utility services; grounds maintenance, and light craft work. This increase in responsibilities requires a new position to be added to the section.

 

Below is a summary of the requested salary ordinance changes to implement the personnel recommendations in the Facilities Services Division

 

Action:

Add: 1.0 FTE Stationary Engineer II (T040)

 

Explanation:

There is a need to increase staffing to meet the increased demand for maintenance services at the Daly City Clinic. This change represents an increase in staffing costs that is covered by the increased facility rent revenue, and therefore no change in Net County Cost in the Facilities Services Division.

 

This Salary Ordinance Amendment has been reviewed and approved by County Counsel.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by ensuring that the Health and Hospital Facilities Management section has sufficient staff to maintain medical facilities for use by the public.

 

FISCAL IMPACT:

The salary and benefit costs of the position is $117,700 and is fully funded by the increase in facility rent revenue, resulting in no change to Net County Cost in the Facilities Services Division. The remainder of the revenue increase will be appropriated in the Health and Hospital Facilities Management FY 2010-11 Recommended Budget.
