BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: (A) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS;

(B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AGREEMENTS WITH THE CITY OF DALY CITY – DALY CITY COMMUNITY SERVICE CENTER, IN THE AMOUNT OF $409,713, AND THE CITY OF REDWOOD CITY – FAIR OAKS COMMUNITY CENTER, IN THE AMOUNT OF $214,107,

TO PROVIDE CORE SERVICES, FOR THE TERM OF JULY 1, 2010 THROUGH JUNE 30, 2013, FOR AN AGGREGATED AMOUNT OF $623,820; $623,820 IS NET COUNTY COST; AND (C) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, it is critical for the County to provide basic emergency and support services, which include; food, transportation, shelter referrals, housing assistance and client advocacy, know as Core Services for the residents of San Mateo County; and

 

WHEREAS, this Board has been presented for its consideration and acceptance of Agreements with two Core Service providers to provide Core Services for the term of July 1, 2010 through June 30, 2013, for an aggregated amount of $623,820; and

 

WHEREAS, it is in the County’s best interest to waive the Request for Proposal (RFP) process because the City of Daly City – Daly City Community Center and the City of Redwood City – Fair Oaks Community Center are two of the seven Core Service Providers that were identified in 1986 by the County Manager’s Office to provide Core Services for San Mateo County, and therefore should be considered sole source

providers; and

 

WHEREAS, it is requested that the Board of Supervisors authorize the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions; and

 

WHEREAS, this Board has been presented with a form of such Agreements and said Board has examined and approved same as to both form and content and desire to enter into the same.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

A. The Request for Proposal process is waived;

B. The President of this Board of Supervisors be, and is hereby, authorized and directed to execute said Agreements for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

C. The Director of the Human Services Agency or the Director’s designee shall be authorized to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000, and to make minor changes in the types of services and activities provided under the Agreement.
