    RESOLUTION A) WAIVING THE REQUEST FOR PROPOSAL PROCESS (RFP); B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH THE MULTICULTURAL INSTITUTE TO PROVIDE STREET-BASED OUTREACH EMPLOYMENT MATCHING SERVICES FOR DAY LABORERS AND EMPLOYERS FOR THE TERM OF JULY 1, 2010 THROUGH JUNE 30, 2011, IN THE AMOUNT OF $148,320 OF WHICH $148,320 IS NET COUNTY COST; AND C) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY (HSA) OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the members of the Redwood City community have expressed concerns regarding the need for outreach employment services for a significant number of day laborers, and through these services, the safety of the public is ensured, the economic concern of the community is addressed, and the self-sufficiency in the community is increased; and

 

WHEREAS, The Multicultural Institute has been providing street-based outreach to day laborers and employers, improving public relations, connecting day laborers with employers, training opportunities and social services; and

 

WHEREAS, since 2006, when the project was first implemented, the Contractor has demonstrated successful outcomes through ongoing collaborative relationships with the County and community providers; and

 

WHEREAS, continuation of contracting with this Contractor for an additional year will prevent delay of services and contribute to maintenance of positive community outcomes; therefore, it is in the County’s best interest to continue contracting with this Contractor until a RFP can be conducted in FY 2010-11; and

 

WHEREAS, the Human Services Agency wishes to enter into the Agreement for the amount of $148,320 for the term of July 1, 2010 to June 30, 2011 to provide street-based outreach employment matching services for day laborers and employers; and

WHEREAS, the Board of Supervisors is being asked to authorize the Director’s Designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions; and

 

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved it as to both form and content and desires to enter into the same.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The Request for Proposal (RFP) Process is waived;

B) The President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

C) The Director of Human Services Agency or the Director’s Designee is authorized to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
