BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

    RESOLUTION:
    1.  ADOPTING PLANS AND SPECIFICATIONS, INCLUDING CONFORMANCE WITH PREVAILING WAGE SCALE REQUIREMENTS FOR THE PESCADERO LANDFILL CLOSURE PROJECT; AND 2.  AUTHORIZING THE PUBLICATION OF A NOTICE TO CONTRACTORS TWICE IN A WEEKLY LOCAL NEWSPAPER OF GENERAL CIRCULATION PUBLISHED IN THE COUNTY; AND 3.  AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO CALL FOR SEALED PROPOSALS TO BE RECEIVED BY TUESDAY, JULY 20, 2010 AT 2:30 P.M., IN THE OFFICE OF THE CLERK OF THE BOARD OF SUERVISORS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the County of San Mateo is the owner and operator of the Pescadero Landfill, which received waste for disposal from 1975 to 1986; and

 

WHEREAS, the Pescadero Landfill (Landfill) is not considered “closed” by the California Regional Water Quality Control Board (Regional Board), the agency that is primarily responsible for regulating the Landfill; and

 

WHEREAS, the Regional Board issued a Waste Discharge Requirements Order No. R2-2006-0083 (Order) on December 13, 2006, which requires that specific work be completed within certain timelines to result in the Landfill being considered to have “closed” status; and

 

WHEREAS, the Order requires preparation and approval of a technical report for final cover closure design, installation of the final cover closure, and a postclosure maintenance plan consistent with the California Code of Regulations Title 27; and

 

WHEREAS, the County of San Mateo has received approval for the final cover design and postclosure maintenance plan as required by California Code of Regulations Title 27 and described in the “Landfill Closure Technical Report, Pescadero Solid Waste Disposal Site, San Mateo County, California” from the Regional Board, Cal Recycle (formerly the California Integrated Waste Management Board), and the San Mateo County Environmental Health Services Division acting as the Local Enforcement Agency for the State; and

 

WHEREAS, plans and specifications dated June 25, 2010 have been prepared and approved by the Director of Public Works for the Pescadero Landfill Closure Project, and said plans and specifications have been filed in the office of the Director of Public Works (the “plans and specifications”); and

 

WHEREAS, the plans and specifications require that the contractors performing the work pay not less than the general prevailing wages, as established by the Department of Industrial Relations, in the locality in which said work is to be performed for each type of workman needed to execute the contract.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:

The plans and specifications dated June 25, 2010 for the aforesaid project, which are on file in the office of the Director of Public Works, and to which reference is hereby made for further particulars, are hereby approved and adopted as the plans and specifications to be adhered to in letting and performing the work under a contract for the improvements described therein.

 

2.

Said specifications require that the contractors performing the work pay not less than the general prevailing wages, as established by the Department of Industrial Relations, in the locality in which said work is to be performed for each type of workman needed to execute the contract.

   

3.

The Department of Public Works is authorized and directed to issue a call for sealed proposals and authorizes the Director of Public Works to call for bids and to set the bid opening date and time on or before 2:30 p.m., Tuesday, July 20, 2010 in the office of the Clerk of the Board of Supervisors in the Hall of Justice, Redwood City, California. Said bids will be received by the Clerk of the Board of Supervisors and then transmitted to the County Manager’s Office in said Hall of Justice and be publicly opened and declared.

The Director of Public Works is authorized to extend the call for bid and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by Board of Supervisors.

   

5.

The Department of Public Works is further directed to cause the Notice inviting sealed bids to be published for two (2) times in a weekly local newspaper of general circulation, published in the County, and to obtain an affidavit of said publication, a copy of which shall be placed on file with the Department of Public Works.
