Agreement with Peninsula Library System

 

RECOMMENDATION:

Adopt a Resolution:

    A) Waiving the Request for Proposal (RFP) process;

    B) Authorizing the President of the Board to execute an Agreement with Peninsula Library System in the amount of $160,000 of which $48,000 is Net County Cost, for the term of July 1, 2010 to June 30, 2011 for operating the Community Information Program; and

    C) Authorizing the Director of the Human Services Agency (HSA) or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

In order to provide information and referrals to community members and to improve the quality of life in San Mateo County, it is essential to maintain an information and referral clearinghouse.  For the past 27 years, the County has partnered with the Contractor to develop, maintain and make available information about all health and human resources, through publications and a web-site, to County leaders, providers, educators and the general public.

 

DISCUSSION:

This Agreement will enable all members of the community access to social services and community resources via the web and through print distribution locations. The Contractor will also serve as a linkage between the service providers including government agencies and the community. As part of this year’s Contract, the Community Information Program (CIP) will collaborate with the 2-1-1 Steering Committee to share information and referral resources, including relevant records in its database.

The processing of this Agreement was delayed due to the late announcement of the 2-1-1 implementation in the San Mateo County Area and final negotiations between the County and Contractor on how the Contractor would provide resources to support 2-1-1 services.

CIP is the principle source of information and referral assistance to human service providers, County departments and staff, as well as non-profit agencies. At this time there is no comparable information and referral service available in San Mateo County; therefore, this Contractor is a sole-source provider and it is in the best interest of the County to waive the RFP process.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Agreement and the Resolution as to form and Risk Management has approved the Contractor’s insurance for this Agreement.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by enabling community members to access services. It is anticipated that 98% of people who contact CIP will result in receiving a referrals. It is also anticipated that 95% of requests come through CIP will be fulfilled within ten working days.

FISCAL IMPACT:

This Agreement with Peninsula Library System is in the amount of $160,000, for the term of July 1, 2010 to June 30, 2011. This amount will be cost applied to operational programs within HSA and costs claimed to various funding sources. The cost has been included in the tentatively Adopted Budget for FY 2010-11.  The Net County Cost is $48,000.
