SUBJECT:

Reconstruction of Ninth Avenue from Middlefield Road to Oak Drive – North Fair Oaks Area [Project No. RL603 – F-36 (305) 1C]

 

RECOMMENDATION:

Adopt a resolution authorizing:

   

1.

The President of the Board of Supervisors to execute an agreement with Half Moon Bay Grading & Paving, Inc. in the amount of $185,561.32 for the reconstruction of Ninth Avenue between Middlefield Road and Oak Drive – North Fair Oaks Area; and

   

2.

The Director of Public Works to execute change orders up to a maximum aggregate amount not to exceed $27,938.68, or approximately 15% of the agreement amount; and

   

3.

The Director of Public Works to file a Notice of Exemption for a California Environmental Quality Act Categorical Exemption.

 

BACKGROUND:

On June 18, 2002, your Board adopted Resolutions No. 065329 and 065330, which established minimum road standard options and a priority list for road improvements in the North Fair Oaks Area.

 

On December 15, 2009, your Board adopted Resolution No. 070583, which approved an updated work plan for spending Proposition 1B Transportation funds allocated in FY 2007-08. The above-mentioned project is a project in the approved work plan.

 

On May 25, 2010, your Board adopted Resolution No. 070791, which adopted plans and specifications, including conformance with prevailing wage scale requirements and calling for sealed bids for the above-mentioned project.

 

DISCUSSION:

On Tuesday, June 15, 2010, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bid of:

 

Half Moon Bay Grading & Paving, Inc.

1780 Higgins Canyon Road

Half Moon Bay, CA 94019

 

at $185,561.32 was the lowest bid received. A summary of the bids received is attached as Exhibit “A”.

 

Staff reviewed the bid documents and has determined that the Equal Employment program submitted by Half Moon Bay Grading & Paving, Inc. is in accordance with the current Equal Employment Guidelines and that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

Department staff has determined that this project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which provides that repair and maintenance of existing streets and highways is exempt from review. We request your authorization to file a Notice of Exemption for a CEQA Categorical Exemption for this project.

 

County Counsel has reviewed and approved the Resolution and agreement as to form.

 

Approval of this resolution contributes to the Shared Vision 2025 outcome of a Livable Community by improving our roads for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The total estimated cost for construction is $213,500, which includes authorization for up to $27,938.68 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.

*

The Director of Public Works is authorized to enter into agreements with special districts for work less than $50,000 proposed to be done in conjunction with County road projects.

 

There is no impact to the General Fund.
