SUBJECT:

FY 2010-11 State Homeland Security Grant Program for the San Mateo Operational Area.

 

RECOMMENDATION:

Adopt a Resolution authorizing the Sheriff or Sheriff’s designee in the capacity as Office of Emergency Services Area Coordinator to:

A.

Submit a grant application to California Emergency Management Agency (CalEMA), through the U.S. Department of Homeland Security (DHS), for administration of grant awards to enhance the capabilities of local First Responders for an estimated amount of $2,579,482; and

B.

Execute, on behalf of the County of San Mateo and using County procurement and contract processes, all necessary applications, contracts, agreements, amendments, payment requests, and grant assurances for the purposes of securing and spending funds that may be awarded pursuant to this grant application, and implementing and carrying out the purpose specified in the grant application.

 

BACKGROUND:

Since 2001, the San Mateo County Area Office of Emergency Services has applied for and received funding from the State Homeland Security Program (SHSP) in which grants are provided by the Department of Homeland Security (DHS) to each of the states.

The SHSP is a core assistance program that provides funds to build capabilities at the state and local levels and to implement the goals and objectives included in State Homeland Security Strategies and initiatives in the State Preparedness Report.

FY 2010 SHSP funds will be allocated based on three factors: minimum amounts as legislatively mandated, DHS’ risk methodology, and effectiveness. Funding allocated to California will pass through the California Emergency Management Agency (CalEMA).

CalEMA and DHS require that the governing body of the recipient agency adopt a resolution authorizing the application.

 

DISCUSSION:

Changes in local, state, national, and international conditions have precipitated the necessity for reviewing, updating, and improving current preparedness, response, and recovery plans and procedures. This grant will allow all jurisdictions within the Operational Area to take advantage of funding to revise their plans and procedures, and supplement existing equipment and response capabilities. It will also allow for citizen preparedness through training and neighborhood team building which will better prepare County residents for the occurrence of potential large scale and local disasters.

The San Mateo County Area Office of Emergency Services (OES) will serve as the administrator for the grant and the funds will be administered and spent through County purchasing and contract processes.

County Counsel has reviewed and approved the Resolution as to form.

This grant funding aligns with the Shared Vision 2025 outcome of a Collaborative Community by bringing together law and fire, Public Health, Emergency Medical Services, Public Safety Communications and other vital functions in the County during a disaster or incident through the use of mutual aid.

FISCAL IMPACT:

The estimated amount of the grant award is $2,579,482. Existing OES staff resources will be used to administer this grant. If awarded, the funding will be added to the Sheriff’s Office FY 2010-11 Budget through the revision process performed annually in September. There will be no Net County Cost.
