Agreement (#10-0227) with the California Department of Food and Agriculture for detection and trapping of Mediterranean fruit fly and other economically important pests for the term of July 1, 2010 through June 30, 2011 in an amount not to exceed $491,057

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Agreement with the California Department of Food and Agriculture for detection and trapping of Mediterranean fruit fly and other economically important plant pests for the term of July 1, 2010 through June 30, 2011, in an amount not to exceed $491,057.

 

BACKGROUND:

On December 1, 1981, your Board approved the first Agreement with the California Department of Food and Agriculture (CDFA) to initiate the Pest Detection Trapping Program. The Agreement has been renewed each year. The statewide insect pest detection trapping program protects the agricultural industry, home gardens, and the environment by providing early detection of exotic pests that may be introduced into California.

 

DISCUSSION:

The County will receive $491,057 as reimbursement for personnel hours expended on Pest Detection Trapping Program activities during FY 2010-11. Program staff place and monitor 552 Mediterranean fruit fly (Medfly) traps, 552 Mexican fruit fly traps, and a total of 1,969 other traps per year (including Japanese beetle, gypsy moth, Oriental fruit fly, and melon fly). The insect traps are placed throughout the County on residential and rural properties and are serviced at regular intervals from April through November. County Counsel has reviewed and approved the Memo, Resolution, and Agreement as to form and content.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of Environmentally Conscious Community by reimbursing the County for pest detection work activities that protect the agricultural industry and the environment from harmful exotic pests that may be introduced into California. It is anticipated that Pest Detection program staff will be able to recover at least 92% of exotic insect quality control specimens planted by California Department of Food and Agriculture during FY 2010-11.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2011. The total Agreement amount is $491,057. This revenue is included in the Agricultural Commissioner/Sealer FY 2010-11 Recommended Budget. There is no Net County Cost associated with this Agreement.
