Agreements with Asereth Medical Services, Inc. and Nor-Cal Medical Temps

RECOMMENDATION:
|
Adopt a Resolution authorizing the:
|
A)
|
President of the Board to execute Agreements with Asereth Medical Services, Inc. and Nor-Cal Medical Temps to provide temporary pharmacy staffing for the term June 1, 2010 to May 31, 2013, for an aggregate amount not to exceed $150,000; and
|
|
|
B)
|
Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:
|
San Mateo Medical Center (SMMC) has historically used temporary staffing registries to augment permanent pharmacy staff. Registry personnel are used to temporarily fill vacancies until a permanent employee can be hired and to cover in the event of employee illness and extended leaves of absence. Having an adequate number of competent professionals upon which to call allows SMMC to ensure safe and accurate dispensing of medication to its patients.

DISCUSSION:
|
In December 2009 a Request for Proposals (RFP) was issued for temporary pharmacy staffing services. The RFP Evaluation Committee identified two registries from the four submissions received. The Committee recommended that your Board contract with Asereth Medical Services, Inc. (Asereth) and Nor-Cal Medical Temps (Nor-Cal). Asereth and Nor-Cal were identified based on experience, positive references, history of reliability and cost. Contracting with more than one provider allows for a greater opportunity to secure coverage in the event a provider is unable to provide staff.

Submission of these Agreements to your Board was delayed due to prolonged negotiations with the vendors and then the failure of one of the vendors to return the signed documents in a timely manner.

Both Contractors have assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.
|
|
The Contractors’ insurance has been reviewed and approved by Risk Management. County Counsel has reviewed and approved the Resolution and the Agreements as to form.
|
|
Approval of these Agreements contributes to the Shared Vision 2025 outcome of a Healthy Community by allowing SMMC to continue to provide pharmacy coverage at all times. It is anticipated that 99% of all prescriptions presented will be filled within 48 hours of receipt.

FISCAL IMPACT:
|
The term of the Agreements is June 1, 2010 to May 31, 2013. The maximum amount the County shall be obligated to pay collectively is $150,000. Funds in the amount of $4,167 have been included in the SMMC FY 2009-10 Adopted Budget. Funds in the amount of $50,004 have been included in the SMMC tentatively Adopted FY 2010-11 Budget. Similar arrangements will be made for future years.

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC.
