Honorable Board of Supervisors

FROM:

Jean S. Fraser, Chief, Health System

SUBJECT:

Amendment to Agreement with PharMerica

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with PharMerica extending the term by one year, for a new term of July 1, 2008 through June 30, 2011, and increasing the funding by $479,334, for a new maximum fiscal obligation of $1,438,001.

BACKGROUND:

On December 9, 2008, by Resolution 069831, your Board approved an Agreement with PharMerica to provide pharmaceutical and infusion services to patients of San Mateo Medical Center (SMMC) Long Term Care (LTC) services at both the Main Campus and Burlingame Long Term Care (BLTC) for the term of July 1, 2008 through June 30, 2010, for an amount not to exceed $958,667.

DISCUSSION:

The extension of this contract will allow continuation of critical pharmacy services for the long term care clients at both the main SMMC facility and BLTC.

Over the course of the next year SMMC staff will re-evaluate the provision of pharmaceutical services to LTC patients. It is likely that the re-evaluation will include development and implementation of a transition plan to provide pharmaceutical services through the SMMC in-house pharmacy.

County Counsel has reviewed and approved this Resolution and Amendment as to form. The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. Delay in the submission of this Amendment to your Board is the result of the failure of the vendor to return the signed documents in a timely manner.

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by ensuring the continued provision of pharmaceutical services to the patients of LTC services. It is anticipated that 100% of all prescription medications will be delivered to patients of LTC services within eight hours of receipt of the order.

Funds in the amount of $479,334 are included in the SMMC tentatively Adopted FY 2010-11 Budget. Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC.
