SUBJECT:

First Amendment to Agreement with Environmental Science Associates (ESA) for the Provision of Administrative and Technical Support to the San Francisco International Airport/Community Roundtable (ACRT)

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a First Amendment to the Agreement with Environmental Science Associates for the provision of administrative and technical support to the San Francisco International Airport/Community Roundtable to increase the maximum amount payable thereunder by $60,000, from $60,000 to $120,000, and to extend the term from July 16, 2010 to July 15, 2011

 

BACKGROUND:

On July 17, 2009 the County contracted with ESA to provide technical and administrative support to the ACRT for FY 2009/2010. ESA was selected through a Request for Proposal (RFP) process, and out of the four responders who were interviewed by the Roundtable Coordinator Selection Subcommittee, ESA was selected as the most qualified firm to carry out the Scope of Work defined by the ACRT.

 

DISCUSSION:

The current one-year contract with ESA is about to expire, and the County and the Roundtable are very satisfied with the performance of ESA during this period. ESA has provided the required expertise and is very familiar with the operation of San Francisco International Airport and its community noise impacts related to aircraft operations to/from the airport.

 

Therefore, the ACRT and County staff are recommending that this Board execute an amendment that would extend the term of the contract for one year, from July 16, 2010 through July 15, 2011, and increase the maximum amount payable thereunder by $60,000, from $60,000 to $120,000. The Scope of Work remains unchanged.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Resolution and Amendment as to form.

 

The proposed Amendment contributes to the 2025 Shared Vision outcome of a Livable Community by providing support to the activities of the Airport/Community Roundtable to address noise impacts in affected neighborhoods and communities from aircraft operations at San Francisco International Airport.

 

FISCAL IMPACT:

The proposed Amendment increases the maximum amount payable pursuant to the Agreement by $60,000, from $60,000, for a total of $120,000, which amount the County is being reimbursed by the Airport/Community Roundtable. There is no Net County Cost impact associated with the proposed Amendment.
