SUBJECT:

Demolition of the Crystal Springs Dam Bridge [Federal Aid Project No. BRLO-5935 (051), (Project No. R1103)]

 

RECOMMENDATION:

Adopt a resolution authorizing:

   

1.

The President of the Board of Supervisors to execute an agreement with Ferma Corporation in the amount of $871,000.00 for the demolition of County Bridge No. 67 (State Bridge No. 35C-043) on Crystal Springs Dam in the Unincorporated Area of San Mateo County; and

   

2.

The Director of Public Works to execute change orders up to a maximum aggregate amount not to exceed, or approximately 10% of the agreement amount.

   

BACKGROUND:

On December 1, 2009, your Board adopted Resolution No. 070543, which certified the Mitigated Negative Declaration for the Crystal Springs Dam Bridge Replacement Project.

 

On May 25, 2010, your Board adopted Resolution No. 070790, which approved the Crystal Springs Dam Bridge Replacement Project, and made findings under the California Environmental Quality Act; and authorized the execution of an agreement with Swaim Biological, Inc., for Biological Services associated with Construction Mitigation related to the Demolition of Crystal Springs Dam Bridge Project.

 

On June 8, 2010, your Board adopted Resolution No. 070855, which adopted plans and specifications, including conformance with prevailing Federal wage scale requirements and calling for sealed bids for the above-mentioned project.

 

DISCUSSION:

On Tuesday, July 13, 2010, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bid of:

at $871,000.00 was the lowest bid received. A summary of the bids received is attached as Exhibit “A”.

 

Projects to be completed by the Department with Federal Highway Administration funds require that the Department establish an Annual Anticipated Disadvantaged Business Enterprise Participation level. The level is established based on anticipated projects and specific Underutilized Disadvantaged Business Enterprise (UDBE) goals for each project based on the type of work to be performed. The Department has established a project specific UDBE participation goal of 18.91%. The bidding contractors are required to meet an UDBE participation goal set by the Department, or demonstrate adequate good faith efforts to meet that goal through their work or their subcontractors’ work. Contractors are required to complete forms and submit them with their proposal to demonstrate their UDBE commitment and good faith efforts.

 

Staff reviewed the bid documents and has determined that the Equal Employment program submitted by Ferma Corporation is in accordance with the current Equal Employment Guidelines, and that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code and the UDBE participation goal established for this project.

 

County Counsel has reviewed and approved the Resolution and agreement as to form.

 

Approval of this resolution contributes to the Shared Vision 2025 outcome of a Livable Community by facilitating a bridge replacement project to provide the public with a seismically sound bridge for recreational users, bicyclists, and motorists.

 

FISCAL IMPACT:

The total estimated cost for construction is $958,100 which includes authorization for up to $87,100 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.
