Government Center Parking Structure Painting Project

 

RECOMMENDATION:

Adopt a resolution authorizing:

 

1.

The President of the Board of Supervisors to execute an agreement with Ionian Construction, Inc. in the amount of $80,000 for the County Government Center Parking Structure Deferred Maintenance Painting Project, and;

   

2.

The Director of Public Works to execute subsequent change orders related to the Parking Structure Deferred Maintenance Painting up to a maximum aggregate of $24,000, for a total agreement amount not to exceed $104,000.

 

BACKGROUND:

The Board authorized the development and implementation of the County of San Mateo Facility Condition Information System (FCIS), which is an inventory of the County’s facilities, their deficiencies, and approved cyclic and deferred maintenance plans.

 

On March 3, 2009, your Board adopted Resolution No. 069965, which authorized the execution of an agreement with ZK Painting Co. for maintenance painting as identified in FCIS. The work included maintenance painting of all metal components and parking stall striping at the County Government Center Parking Structure.

 

In conjunction with the Public Works Capital Projects Unit, facilities staff is continuing with the preventive maintenance schedule for the County Government Center Parking Structure as identified in FCIS. The proposed scope of work addresses maintenance painting of exposed concrete components along the building perimeter, including columns and beams, and stairway and lightwell structures. Project work located on the 5th floor of the parking structure will be delayed until after the completion of the Solar Genesis project, which is currently underway.

 

On May 11, 2010, the Board adopted Resolution No. 070762, which adopted scope of work and specifications, including conformance with prevailing wage scale requirements, and called for sealed bids for the above referenced project.

 

DISCUSSION:

On Tuesday, June 1, 2010 bids were accepted for this project and subsequently referred to this office for analysis and recommendation. The bid of:

at $80,000.00 was the lowest bid received. A summary of the bids received is attached as Exhibit “A”.

 

Staff reviewed the bid documents and has determined that the Equal Employment program submitted by Ionian Construction, Inc. is in accordance with the current Equal Employment Guidelines, and that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Healthy Community by preserving and maintaining the County’s facilities safe and in good order for the visiting public.

 

County Counsel has reviewed and approved a Resolution and Agreement as to form.

 

FISCAL IMPACT:

The total estimated cost for construction is $104,000, which includes authorization for up to $24,000 in change orders. The contingency amount is used to pay the contractor for any unforeseen conditions or variances in the scope of work not anticipated in the maintenance agreement documents.

 

This project is included in the Fiscal Year 2010-2011 Capital Projects Budget.
