SUBJECT:

Reconstruction of Camino De Los Robles and Franks Lane – West Menlo Park Area [Project No. RN201, F-36 (391)]

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Adopting plans and specifications, including conformance with prevailing wage scale requirements for the reconstruction of Camino De Los Robles and Franks Lane – West Menlo Park Area; and

   

2.

Authorizing the publication of a Notice to Contractors twice in a weekly local newspaper of general circulation published in the County; and

   

3.

Authorizing the Director of Public Works to call for sealed proposals to be received by Tuesday, August 24, 2010 at 2:30 p.m., in the office of the Clerk of the Board of Supervisors.

BACKGROUND:

On August 19, 1997, your Board adopted Resolution Nos. 061312 and 061313, which established minimum road standard options and a priority list for road improvements in the West Menlo Park Area.

 

On May 18, 1999, your Board adopted Resolution No. 062821, which adopted procedures to be used by the Department to determine if property owners want minimum road improvements built on a specific street and the minimum road standard to be used in the design of the road improvements.

 

On January 7, 2003, your Board adopted Resolution No. 065763, which revised the type of curbing to be used in conjunction with minimum road standards in the West Menlo Park Area.

 

On December 15, 2009, your Board adopted Resolution No. 070583, which approved an updated work plan for spending Proposition 1B Transportation funds allocated in the FY 2007-08 Appropriation. The reconstruction of Camino De Los Robles and Franks Lane is a project in the approved work plan.

 

DISCUSSION:

Camino De Los Robles and Franks Lane are the next streets on the West Menlo Park road priority list for proposed reconstruction. Camino De Los Robles will be reconstructed with two 9-foot wide travel lanes with 3-foot wide valley gutters on each side and Franks Lane will be reconstructed with two 9-foot wide travel lanes with 2-foot wide valley gutters on each side. The road standard to be used for this project is based on the results of property owner surveys. The plans and specifications for the work have been prepared and staff is recommending that your Board authorize calling for bids for the proposed work.

 

The allocation of Prop 1B funds to be used for this project must be spent by June 30, 2011.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving our roads for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The estimated cost of construction is $415,000 and is proposed to be financed as follows:

*The Director of Public Works is authorized to enter into agreements with special districts and utility companies for work less than $50,000 proposed to be done in conjunction with County road projects.

 

Reimbursement for the cost of doing work for the California Water Service Company and the West Bay Sanitary District will be covered by agreements executed by the Director as authorized by your Board.

 

There is no impact to the General Fund.
