June and July 2010 Update on American Recovery and Reinvestment Act of 2009 Funding to San Mateo County

 

RECOMMENDATION:

Accept this monthly report on the American Recovery and Reinvestment Act of 2009.

 

BACKGROUND:

The federal economic stimulus, the American Recovery and Reinvestment Act of 2009 (ARRA), commits a total of $787 billion to stimulate the national economy.

 

DISCUSSION:

This is the ninth monthly update.

 

Recovery funds received in March include:

$862,872 awarded to Behavioral Health and Recovery in Justice Assistance Grant-Substance Abuse Offender Treatment Program funding from Cal EMA. These one-time funds will be used to provide substance abuse treatment for criminal offenders convicted of nonviolent drug offenses in the Substance Abuse Offender Treatment Program.

$668,221 awarded to the Probation Department in Justice Assistance Grant funding through Cal EMA to implement an evidence-based probation supervision program (EBPS) as established by Senate Bill 678 (Chapter 608, Statutes of 2009). Funding will be used to complete implementation of an EBPS for adult clients who are at high-risk of recidivism, provide EBPS for Probation staff, build IT capacity to collect, track and report EB data, and draft and implement policies and procedures for EB supervision.

$470,238 awarded to the Sheriff’s Office by the California Emergency Management Agency (Cal EMA) in Anti-Drug Abuse (ADA) Enforcement Program funding. This funding will be used to pay for the salary, benefits and overtime of officers in the Narcotics Task Force, which targets drug-trafficking organizations in the County.

$50,510 awarded to the Sheriff’s Office by Cal EMA in California Multi-Jurisdictional Methamphetamine Enforcement Training (Cal-MMET) funding to be used for the purchase of 20 desktop computers and two lap top computers for the Narcotics Task Force.

$49,340 awarded to the Sheriff’s Office in Sheriff’s Activity League Mentoring Grants. These grants will be used to support community based youth mentoring programs that strengthen and expand mentoring and dropout prevention services to at-risk/high-risk populations in the North Coast Side and Pescadero communities.

$278,151 awarded to the Human Services Agency by the California Department of Rehabilitation (DOR) in one-time Vocational Rehabilitation Services funding. The grant will be used to provide existing DOR clients with employment services.

 

In the absence of an extension by Congress, federal stimulus funding for the Temporary Assistance to Needy Families, Emergency Contingency Fund (TANF ECF) will come to an end on September 30, 2010. In response, the Human Services Agency has begun to ramp down its subsidized employment activities. Starting July 12, HSA has stopped qualifying new clients for its subsidized employment program (SMC Works). HSA will continue to work with its transitional partners to qualify clients that have already initiated the process, but will no longer be taking new clients. HSA plans to officially end SMC Works the week of September 20 to allow it to process all employer invoices before September 30.

 

To-date, HSA has qualified over 400 individuals and needy families for subsidized employment. Approximately 80 percent of the families have monthly incomes that fall between 100 to 200 percent of the Federal Poverty Level. The other 20 percent are CalWORKS families. HSA has entered into 100 agreements with County employers (95 percent in County) and placed over 289 clients in temporary positions. TANF ECF has also created/saved 19 County positions in the department.

Approval of this report contributes to the Shared Vision of 2025 of a Collaborative Community by providing County residents with information on the receipt and use of federal stimulus dollars by the County.

FISCAL IMPACT:

In the months of June and July, the County has received an additional $2.3 million in federal stimulus funding. The County has received a total of $41 million in American Recovery and Reinvestment Act funding to-date and executed over 154 contracts countywide (list attached). A total of 377 jobs have been saved or created with ARRA funding with an average hourly wage of $28.50. Approximately, 30,785 County residents have been served with stimulus dollars.
