Agreement with Pyramid Alternatives – North County Outreach Collaborative.

 

RECOMMENDATION:

Adopt a Resolution:

A) Waiving the Request for Proposals process and authorizing the President of the Board to execute an Agreement with Pyramid Alternatives-North County Outreach Collaborative to provide Medi-Cal Outreach, Linkage and Case Management services to emotionally disturbed youth and others residing in the north region of San Mateo County for the term July 1, 2010 through June 30, 2012, for a maximum obligation of $255,280; and

 

B) Authorizing the Chief of Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

In 2008 Behavioral Health and Recovery Services (BHRS) released an RFP for the provision of outreach and engagement services in the north region of the County. The North County Outreach Collaborative (NCOC) was established to increase access to mental health services by providing Medi-Cal Outreach, Linkage and Case Management services to emotionally disturbed youth and others residing in the north region of San Mateo County. The NCOC is comprised of Pyramid Alternatives (PA), Asian American Recovery Services, Daly City Peninsula Partnership and the Pacifica Collaborative. The services provided through the NCOC are substantially funded through the Mental Health Services Act. This year the program will also claim eligible activities through Medi-Cal Administrative Activities (MAA).

 
 

PA also delivers mental health, substance abuse, and co-occurring illnesses treatment. PA has the capacity to provide services in Spanish, a threshold language, and offers the ability to collaborate with multidisciplinary teams in an effort to coordinate treatment for co-occurring illnesses and has contracted with San Mateo County since 2008.

 

DISCUSSION:

In 2009 Asian American Recovery Services (AARS) submitted a proposal to become the lead agency and provide fiscal management oversight for the NCOC. In June 2010 AARS requested to step down from its leadership role, and Pyramid Alternatives agreed to become the lead agency. To maintain continuity due to staffing changes and to avoid any disruption in services, BHRS is requesting to waive the RFP process through June 30, 2012. BHRS will plan to conduct an RFP process to select a provider of these outreach services prior to FY 2012-13.

 

The Agreement and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been reviewed and approved by Risk Management.

 

The Contractor has assured compliance with the County’s contractor Employee Jury Service Ordinance as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but nor limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health services to seriously emotionally disturbed youth. BHRS provides a range of services to promote wellness and recovery and to support consumers gaining access to mental health services. The provision of outreach and engagement services is one established process to increase access to mental health services. The services provided through this Agreement contribute to this measure. It is anticipated that 325 referrals for mental health services will be made per fiscal year.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2012, for a maximum obligation of $255,280. For FY 2010-2011 the maximum obligation is $127,640, which will be 90% funded through the Mental Health services Act, and 10% funded through Medi-Cal Administrative Activities (MAA). There is no Net County Cost. Funds for this Agreement are included in the BHRS tentatively AdoptedFY 2010-11 Recommended Budget. Similar arrangements will be made for FY 2011-2012.
