SUBJECT:

Recommended Revision to the Salary Ordinance

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

BACKGROUND:

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

DISCUSSION:

The salary ordinance changes herein represent the:

reclassification of four positions;

addition of three positions; and

deletion of three positions.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed and approved by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Prosperous Community by ensuring that departments have staff with the skills necessary to perform the work and allow departments to provide exceptional service to the community.

 

The specific actions are discussed in detail below.

 
 

ORGANIZATION 15000 TAX COLLECTOR-TREASURER

 

Action:

Reclassify: One position of E346S, Fiscal Office Assistant
Biweekly Salary: $1,403.20 - $1,848.80
Approximate Monthly Salary: $3,040.00 – $4,006.00

   
 

To: One position of E350, Fiscal Office Specialist
Biweekly Salary: $1,694.40 - $2, 117.60
Approximate Monthly Salary: $3,671.00 - $4,588.00

   

Explanation:

This is an upward reclassification of one currently filled Fiscal Office Assistant II position to the classification of Fiscal Office Specialist. A classification study determined that the duties and responsibilities of these positions are more appropriately represented by the Fiscal Office Specialist classification. These actions represent a monthly salary and benefits cost of $798 based on filling the positions at the top step of the range. There is no change in the total number of authorized positions.

 

ORGANIZATION 17000 HUMAN RESOURCES

Reclassify: One position of D131, Program Services Manager I
Biweekly Salary: $2,800.80 - $3,500.80
Approximate Monthly Salary: $6,068.40 - $7,585.07

Biweekly Salary: $3,088.00 - $3,860.00
Approximate Monthly Salary: $6,691.00 – $8,364.00

   

Explanation:

This is an upward reclassification of one currently filled position of Program Services Manager I to the classification of Human Resource Program Manager I. A reclassification study determined that the duties and responsibilities of this position are more appropriately represented by the Human Resource Program Manager I classification. This action represents a monthly salary and benefits cost of $1,107 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

Reclassify: One position of E479, Fiscal Office Services Supervisor-Confidential
Biweekly Salary: $2,012.00 - $2,515.20
Approximate Monthly Salary: $4,359.00 - $5,450.00

Biweekly Salary: $1,893.60 - $2,367.20
Approximate Monthly Salary: $4,103.00 – $5,129.00

   

Explanation:

This is a downward reclassification of one currently filled position of Fiscal Office Services Supervisor-Confidential to the classification of Human Resources Technician-Confidential – Y-Rate. A reclassification study determined that the duties and responsibilities of this position are more appropriately represented by the Human Resource Technician classification. This action represents a monthly salary and benefits savings of $440 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

 

ORGANIZATION 18000 INFORMATION SERVICES

 

Action:

Add: Three positions of V235, Information Technology Analyst
Biweekly Salary: $3,032.00 – $3,790.40
Approximate Monthly Salary: $6,570.00 – $8,213.00

   

Explanation:

This is the addition of three currently filled Information Technology Analyst positions. These positions are transferred from the Probation Department as a result of reorganization in the Probation Department and the contracting of information technology services to the Information Services Department. This action represents a monthly salary and benefits cost of $33,756 based on filling the position at the top step of the range. The total number of authorized positions is increased by three positions.

 

ORGANIZATION 32000 PROBATION

 

Action:

Delete: Three positions of V235, Information Technology Analyst
Biweekly Salary: $3,032.00 – $3,790.40
Approximate Monthly Salary: $6,570.00 – $8,213.00

   

Explanation:

This is the deletion of three currently filled Information Technology Analyst positions. These positions are transferred to the Information Service Department as a result of reorganization. Information technology strategic planning, application development and systems maintenance for the Probation Department will be contracted out to the Information Services Department, thus resulting to the transfer of positions. This action represents a monthly salary and benefits savings of $33,756 based on filling the position at the top step of the range. The total number of authorized positions is decreased by three positions.

 

ORGANIZATION 70000 HUMAN SERVICES AGENCY

 

Action:

Reclassify: One position of V235, Information Technology Analyst
Biweekly Salary: $3,032.00 - $3,790.40
Approximate Monthly Salary: $6,570.00 – $8,213.00

   
 

To: One position of V234, Senior Information Technology Analyst
Biweekly Salary: $3,092.80 - $3,866.40
Approximate Monthly Salary: $6,702.00 – $8,378.00

   

Explanation:

This is an upward reclassification of one currently filled position of Information Technology Analyst to the classification of Senior Information Technology Analyst. A classification study determined that the duties and responsibilities of this position are more appropriately represented by the Senior Information Technology Analyst classification. This action represents a monthly salary and benefits cost of $226 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

   

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $1,691 or an estimated annual cost of $20,292.
