Agreement with Peninsula YMCA c/o YMCA of San Francisco Youth Services Bureau

RECOMMENDATION:

Adopt a Resolution:

    1) Waiving the Request for Proposals process; and

    2) Authorizing the President of the Board of Supervisors to execute an Agreement with Peninsula YMCA c/o YMCA of San Francisco Youth Services Bureau to provide diversion services as an alternative to detention for youth on probation for the term of July 1, 2009 through June 30, 2010 for a maximum of $121,918.

 

BACKGROUND:

The Probation Department has been contracting with the Peninsula YMCA (YMCA) to provide diversion services for youth residing in several cities within San Mateo County since 1998. These services include case management services, group facilitation, family therapy, crisis intervention, and individual counseling. The YMCA receives referrals from the Probation Department, police departments, and schools associated with San Mateo Union High School District, Jefferson High School District, Cabrillo Unified School District, South San Francisco Unified School District, and San Mateo-Foster City School District.

 

DISCUSSION:

Through this agreement the YMCA will continue to provide counseling, crisis intervention, and case management services to approximately 241 youth and their families in San Mateo County in an effort to keep youth out of the juvenile justice system. Services will be provided at several schools in San Mateo County during the school day; at three YMCA locations in central, northern, and coastal San Mateo County; and via telephone.

The YMCA will help clients understand anger management and conflict resolution skills. Youth completing the program will demonstrate improvement in their presenting problem at the close of treatment as shown by self-report, pre-post tests, and clinician reports.

The term of the agreement is July 1, 2009 through June 30, 2010. This Agreement is being presented to the Board late due to negotiations with the contractor regarding other services that might have been provided through these and other funds. The Probation Department did not complete a Request for Proposals process, but will do so for services to start in July of 2011.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

County Counsel has reviewed and approved the Resolution and Agreement as to form and Risk Management has approved Contractor’s insurance.

This Agreement contributes to the Shared Vision 2025 commitment to a Healthy Community by providing youth and families with individual, group, and family counseling; crisis intervention; and case management in order to keep youth out of the juvenile justice system.

FISCAL IMPACT:

The term of the Agreement is July 1, 2009 through June 30, 2010. The total obligation is $121,918 and is 100% Net County Cost. Funds have been included in the FY 2009-10 Adopted Budget.
