Agreement with Peninsula YMCA c/o YMCA of San Francisco Youth Services Bureau

 

    RECOMMENDATION:

    Adopt a Resolution:

    A) Waiving the Request for Proposals process; and

    B) Authorizing the President of the Board of Supervisors to execute an Agreement with Peninsula YMCA c/o YMCA of San Francisco Youth Services Bureau (YSB) to provide intervention services as an alternative to detention for youth on probation for the term of July 1, 2009 through December 31, 2009 in the amount of $110,241.

 

    BACKGROUND:

    In the past few years, the Probation Department has been working to create alternatives to detention. Research indicates that the more time youth spend incarcerated, the more likely they are to reoffend. In 2008, the Probation Department entered into an Agreement with YSB as a pilot program to provide a Day, Evening, and Weekend Program (DEW) for youth on probation.

    The goal of DEW was to provide additional supervision for youth to prevent probation violations, new law violations, and admissions to secure detention. The daytime component of the program served youth who were suspended from school or who were on independent studies. The evening and weekend components were designed to serve youth who had violated probation or who were at risk of violating probation.

    In July 2009, the Probation Department reduced funding for the day and evening programs and eliminated the weekend program. In response to additional recent reductions in state funding, the Department chose to end the YSB contract.

DISCUSSION:

This Agreement is being submitted late for the Board’s approval as Probation has been negotiating with the YSB regarding the viability of the program given reductions in state funding under the Juvenile Justice Crime Prevention Act. The Probation Department, with approval from the Juvenile Justice Coordinating Council, made a decision to continue day and evening services through December 2009 and to eliminate the program for the remainder of the fiscal year. This Agreement is necessary to pay for services provided through December 2009.

Adoption of this Agreement contributes to the Shared Vision 2025 outcome of a Health Community by diverting youth from the juvenile justice system and providing alternate and constructive activities.

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

County Counsel has reviewed and approved the Resolution and Agreement as to form and content.

FISCAL IMPACT:

The term of the Agreement is July 1, 2009 through December 31, 2009. The total obligation of the Agreement is $110,241. Of that amount, 100% is funded through the Juvenile Justice Crime Prevention Act (JJCPA) funds. There is no Net County Cost. Funds have been included in the FY 2009-10 Adopted Budget.
