Amendment to the Agreement with Youth and Family Enrichment Services

RECOMMENDATION:
|
Adopt a Resolution authorizing the President of the Board of Supervisors to execute an Amendment to the Agreement with Youth and Family Enrichment Services (YFES) for the provision of mental health services to girls at the Margaret J. Kemp Camp (Camp Kemp) and in the GIRLS aftercare program, decreasing the not-to-exceed amount by $37,500 to a new total of $212,500 for fiscal year 2009-10.

BACKGROUND:
|
On December 15, 2009, the Board of Supervisors approved Resolution Number 070579 waiving the Request for Proposal process and authorizing the execution of an Agreement with YFES to provide services for delinquent girls in Camp Kemp and in the GIRLS Program (Gaining Independence and Reclaiming Lives Successfully).

DISCUSSION:
|
Due to reductions in allocations under the state Vehicle License Fees, the Probation Department asked many of its contractors to reduce the amount of their contracts by 15%. This Amendment to the Agreement with YFES would reduce the contract amount by 15% for FY 2009-10. There are no changes in the scope of work as a result of this reduction. YFES will continue to work in collaboration with the County Behavioral Health and Recovery Services Division and the non-profit contractor Rape Trauma Services. YFES provides mental health assessment and individual psychological counseling, two of the backbones of the Camp program. The Department has been pleased with the services provided by the contractor in the past.

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Resolution and Amendment as to form.

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health, substance abuse, and family treatment services to adolescent females committed to Camp Kemp or who are receiving gender-specific services in the community.

FISCAL IMPACT:
|
The term of this Agreement remains the same (July 1, 2009 through June 30, 2010). The amended portion of this Agreement is $37,500 for a total obligation of $212,500 and is 100% funded through Youth Offender Block Grant (YOBG). These funds and have been included in the FY 2009-10 Adopted Budget. There is no Net County Cost.
